7 Developing action plan The action plan should include the following points:  a political declaration of commitment with set goals  a description of the allocated responsibilities  a description of the measures and procedures for the implementation of GPP  Important progress and success indicators  A time frame

8 Support structure  Human factor: best practice examples are based on engaged and committed people (Mayor, admin staff, NGOs)  Administrative (top-down) and political (policy, Mayor) support is needed  Good legislative framework conditions with clear references to sustainable public procurement. 9 Long-term vision & strategy  Longterm vision vs. short-term caretaking  Political committment going beyond election cycle  Embedding GPP in relevant existing policies  Mandatory provision for GPP  Strong signal to market

11 Communication Internal communication (administration)  Regular update of all stakeholders on implementation progress  Make use of existing potential and ideas  Common mailing list External communication (to citizens & market)  Promote your successes at local, regional, national and European level  Sell your cost and CO 2 savings!  Give a strong signal to the market (potential future bidders)
