The director of athletics and/or financial aid authority signature can be a digital signature (e.g., authorized pdf stamp). Electronic Signatures

8 @NLIinsider www.national-letter.org The NLI can be provided to a PSA electronically and a PSA can submit the NLI to the institution by electronic means.  Example: NLI can be sent by email with a photo attachment. The NLI must be populated in the member institution portal and cannot be populated out of a third party system. Electronic Signatures

15 @NLIinsiderwww.national-letter.org Since the NLI signing period was November 11-18 and the NLI was issued on November 11, Star did not sign the NLI within the 7-day signing deadline. A parent or legal guardian signature is required on the NLI since Star is under the age of 21. Not only is the NLI invalid, the athletics aid agreement signed on November 19 would be an NCAA violation.

16 @NLIinsiderwww.national-letter.org Dunkin Donuts – Men’s Basketball Signed NLI in November 2013 with another NLI member institution for 2014-15 enrollment. NLI remained binding. Enrolled at a two-year college Fall 2014. Signed NLI with Keurig College in November 2015.

Dunkin was permitted to sign with Keurig College contingent on graduating from the two-year college before enrolling at Keurig. Dunkin will not be subject to the NLI penalty if he graduates from the two-year college. Graduation fulfills the previously signed NLI.

In Division I, athletics aid can be provided for the spring term plus the corresponding NLI year (e.g., 2016-17). In Division II, athletics aid cannot be provided for the spring term if accompanying the NLI. Multiyear aid is not permissible in Division II.

22 @NLIinsider www.national-letter.org Krispy Kreme – Women’s Soccer Signed NLI with Glazed State in February 2015. Declared a nonqualifier in June 2015. Competed in the World K-Cup during the summer of 2015. Attended a prep school 2015 -16. Signed NLI in February 2016 with Keurig College.

23 @NLIinsider www.national-letter.org Since Krispy was declared a nonqualifier in June 2015, can she sign an NLI in February 2016 while attending prep school? What about the NLI recruiting ban?

24 @NLIinsiderwww.national-letter.org As a nonqualifier, Krispy can sign an NLI during the next signing year. If Krispy does not become eligible by the start of classes in Fall 2016, the NLI with Keurig College is null and void. The NLI recruiting ban would not have applied to Krispy once her first NLI was declared null and void.

25 @NLIinsider www.national-letter.org Tim Hortons – Men’s Ice Hockey Signed NLI November 17, 2015. Will play junior hockey during the 2016-17 academic year and enroll at Keurig College Fall 2017.

26 @NLIinsider www.national-letter.org Could Tim sign a 2016-17 NLI if the institution was not planning on him enrolling until the 2017-18 academic year? What happens if Keurig College does not have the athletics aid available for the 2017- 18 academic year?

27 @NLIinsider If an institution has knowledge that a PSA will not enroll for the academic year corresponding with the NLI and athletics aid agreement (e.g. 2016-17), the PSA should not sign a 2016-17 NLI. If the institution does not have the athletics aid available for the following year (e.g., 2017-18), the NLI is null and void. www.national-letter.org

29 @NLIinsider www.national-letter.org Recruiting French Roast. She will not graduate from secondary school until December 2016. Can she sign a 2016-17 NLI? What about signing only an athletics aid agreement? U there?

30 @NLIinsider www.national-letter.org French Roast would not be permitted to sign a 2016-17 NLI. A PSA signing a 2016-17 NLI is expected to be able to enroll Fall 2016. French would still be attending secondary school in Fall 2016. French could sign a 2017-18 NLI during the November 2016 signing period. If enrolling Spring 2017, a Division I athletics aid agreement can include Spring aid plus the 2017-18 aid.

Since French will not graduate from secondary school until December 2016, the PSA is not permitted to sign an athletics aid agreement prior to her NLI signing year (2016-17).

Signing this PSA in November is not permissible since football does not have an early signing period and this PSA would sign prior to the football signing period starting in February.

35 @NLIinsider www.national-letter.org It is not permissible for Chai Latte to sign an athletics aid agreement before an initial NLI signing date. For a sport that has signing dates starting in November and April, a PSA could only sign an athletics aid agreement during the November early signing period, during the final signing period starting in April or once all signing periods have concluded (e.g. August 1). Per NCAA rules, it is not permissible to sign an aid agreement before or between these two signing periods.

36 @NLIinsider www.national-letter.org A four-year college transfer is not bound by NLI signing dates so an athletics aid agreement can be signed outside of NLI signing dates. Whoops! Forgot to tell you, Chai is a four-year college transfer.

Caramel will receive a full academic scholarship which is more than the athletics aid and wants to take the larger sum of aid. What happens to his NLI?

38 @NLIinsider www.national-letter.org If Caramel Macchiato is awarded institutional financial aid that is equal or greater value than the athletically related aid, Caramel can release the institution of its obligation to provide the athletics aid. The NLI will be declared null and void. The NLI recruiting ban no longer applies.

39 @NLIinsider www.national-letter.org He has checked out so I don’t know if he is going to be here in the fall. What happens to his NLI? It’s May. I have not heard anything from Half & Half in months. I could really use his scholarship.

40 @NLIinsider www.national-letter.org Half & Half’s NLI remains valid. He will be subject to the NLI penalty and will still be under the NLI recruiting ban. If he is not in attendance at the signing institution for the fall term, the athletics aid can be issued to another student-athlete.

41 @NLIinsider www.national-letter.org She has a valid NLI. Not wanting to attend where she signed. What’s Next? Pumpkin Spice has contacted me and wants to come on an official visit. Granted permission to contact but has not submitted the NLI release request.

42 @NLIinsider www.national-letter.org Pumpkin Spice would need to initiate the NLI release request. If the signing institution grants a complete release or lifts the recruiting ban, Pumpkin can go on an official visit. Permission to contact applies once triggering the NCAA definition of student-athlete. This would not apply to Pumpkin. The NLI recruiting ban applies to a PSA versus student- athlete. If the PSA did not attend the signing institution then the NLI recruiting ban applies for the academic year that the PSA was supposed to be attending the signing institution.

44 @NLIinsider www.national-letter.org Hazel Nut is a 4-2-4 transfer. Since she received a complete release from Steamer State, she no longer has a binding NLI. Hazel was not permitted to sign an NLI with Bean College since it was the same signing year she signed with Steamer. She could sign an NLI with Keurig College while attending the two-year college. If Hazel does not graduate and since she must graduate to fulfill the 4-2-4 transfer rule (Division I), her NLI with Keurig College would then be null and void.

45 @NLIinsider www.national-letter.org She lives in Australia and the current time in Australia is now November 19 in the morning but still 18 th here. Good to go…right? I know it is last minute but I want to sign this kid asap. Is she able to sign the NLI and have it be valid?

46 @NLIinsider www.national-letter.org The signing date and time applies to the PSA’s local time. Since the signing period ended on November 18, this PSA cannot sign an NLI. She will need to wait until the April signing period starts.

47 @NLIinsider www.national-letter.org You remember Swiss Miss who never showed up for school. I have been contacted by the father of one of my signee’s from last year. Her father wants to know if I still have the athletic scholarship available for her. Yikes! Since this is a year later, do I have to keep the aid for her if NLI is still binding?

48 @NLIinsider www.national-letter.org Since Swiss Miss signed a 2015-16 NLI and did not attend the 2015-16 academic year, an institution is not obligated to have the athletics aid available for 2016-17. If Swiss has not enrolled at a two-year or four-year institution during the 2015-16 academic year and if the signing institution does not have the athletics aid for her, the NLI would then be null and void per the NLI one-year absence.
