4  True  Bylaw 13.1.5.8.1 and NLI Provision 12 prohibit any in-person, off-campus delivery of an NLI by an institutional staff member.  Provision 12 also prohibits a coach from being present if the NLI signing occurs off campus.

5  False  NLI Provision 1 limits the signing of an NLI to prospects who will be entering four-year institutions for the first time as full-time students, 4-2-4 transfers who are graduating from a JC or JC transfer students.

6  C. 21 years of age.  The NLI document does not require a parent/guardian to sign the document if the prospect is 21 years of age or older.  If a prospect is under the age of 21, regardless of marital status, a parent/ guardian must sign the NLI in order for it to be considered valid.

7  False  The NLI Administrative Guidelines say that only one valid NLI may be signed by a prospect annually.  NLI Provision 11 states that the NLI is signed with an institution and not with a coach or with a specific sports team.

8  True  Per NLI Administrative Guidelines, if a parent/guardian is not available (incarcerated, death, etc.) another individual may sign the NLI under specified circumstances provided that individual is approved in advance by the NLI Office.

9  False  The NLI program allows an institution to provide an NLI to a prospect while on campus for an official visit.  The NLI may only be signed during a permissible signing period.

10  True  An NLI signed before the signing period begins is invalid.

11  D. None of the above.  NLI Provision 9 requires an NLI and accompanying offer of athletics aid to be signed within 7 days after the date of issuance. The 7- day signing deadline only applies if there are 7 days remaining in the signing period.  If an NLI is issued on November 19 of the November 12 – 19 signing period, the 7-day signing deadline does not apply because the NLI must be signed on the 19 th.

12  True  NLI Provision 8 sets forth the Recruiting Ban, which states that all participating conferences and institutions must cease to recruit the prospect upon his/her signing of an NLI.  It is the responsibility of the prospect to notify any recruiter who contacts him/her of their signing of an NLI.  Once the prospect enrolls in the institution, the NLI Recruiting Ban is no longer in effect.

14  True  Per Bylaw 13.9.2.2, on or after August 1 of a prospect’s senior year, an institution may indicate in writing to a prospect that an athletically related grant-in-aid will be offered by the institution; however, the institution may not permit the prospect to sign a form indicating his/her acceptance of such an award before the initial NLI signing date in that sport.

15  No  NLI Provision 2 strictly prohibits an institution from allowing a non-scholarship walk-on to sign an NLI. In order for an NLI to be considered valid, it must be accompanied by a written offer of athletics financial aid for the entire academic year (FB exception for mid-year JC transfers). The offer must list the terms and conditions of the award, including the amount of the athletics aid award. Simply put, there must be an athletics scholarship for an NLI to be valid.

16  A. 18  SJSU Policy regarding GIA signatures does not require a parent/guardian signature for prospects who are over the age of 18.  If a prospect is over the age of 18, a parent/guardian signature is not required on the GIA; however, it is still required on the NLI if the prospect is under 21.

18  False  NLI Provision 11 says an NLI is signed with the institution, not for a particular coach or sport.  If a coach leaves the institution or the sports program (e.g., not retained, resigns), the prospect remains bound by the provisions of the NLI.

19  False  NLI Provision 7 says the NLI shall be rendered null and void if the prospect becomes a nonqualifier.  NLI Guidelines state that if an Initial Eligibility Waiver (IEW) will be filed on behalf of the nonqualifier, the NLI remains binding through the Waiver process. We are only required to send a notice of a null and void NLI if the IEW is denied.

20  False  NLI Provision 7 says the NLI is null and void if the institution notifies the prospect that he/she has been denied admission.  A prospect has an obligation to complete the admissions process. Failure to do so may result in the NLI Office declaring the NLI binding.

21  True  NLI Provision 7 says the NLI remains valid and binding if the prospect defers admission; however, the NLI will be rendered null and void if the prospect is eligible for admission, but the institution defers admission to a subsequent term.

22  A. 5 business days  NLI Guidelines require institutions to notify prospects in writing that his/her NLI is null and void within five business days from when the institution is made aware of the status of the NLI.  A letter is sent to the prospect via email. Head coaches will be copied on this notification.

24  A. One Academic Year  Per NLI Provision 3, an NLI will be fulfilled by attending the institution with which it was signed for at least one academic year as a full-time student.

25  D. Both A and C  An individual who fails to fulfill the terms of the NLI (attend the signing institution for one academic year) will lose one year of competition in all sports and must serve one year in residence at the next NLI institution per NLI Provision 4.

27  True  In accordance with NLI Guidelines, a Complete Release permits the prospect to attend any NLI institution without being subject to the NLI Basic Penalty. It releases both the institution and the student from any further NLI obligations.  The NLI release is not the same as NCAA permission to contact (i.e., releases are not specific to schools).  When a Complete Release is granted, the NLI Recruiting Ban is no longer in effect, allowing the student to be recruited by other NLI member institutions, provided permission to contact is granted.

28  False  The NLI Guidelines state that a prospect is only permitted to sign one valid NLI in an academic year.  Therefore, if a prospect signs an NLI during the early period and receives a Complete Release before the spring signing period ends, he/she is not permitted to sign a second NLI in the spring. The prospect must wait until the next academic year to sign another valid NLI if he/she has not enrolled at a four-year institution.

29  True  An individual may appeal the institution’s decision to deny his/her request for a Complete Release.  The prospect or student-athlete must initiate the appeal via the NLI website.

30  True  The NLI Recruiting Ban may be removed without granting a Complete Release.  The Recruiting Ban would be lifted for all NLI member institutions and cannot be restricted to specific institutions.  The only way to restrict recruitment by certain institutions is to deny permission to contact (applies to enrolled student-athletes only).

All of the above.  All Sports: Coaching staff members may make unlimited phone calls to a prospect on the initial NLI signing date and during the two days immediately following the initial signing date per Bylaw 13.1.3.3.2.  Football: Coaching staff members may make unlimited phone calls to prospects during the period 48 hours before and 48 hours after 7 a.m. on the initial NLI signing date per Bylaw 13.1.3.3.2.1.

33  False  Per Bylaw 13.02.12.1, after an individual has signed a National Letter of Intent or the institution's written offer of admission and/or financial aid or after the institution has received his or her financial deposit in response to its offer of admission, the individual shall no longer be subject to the restrictions of Bylaw 13.1. The individual remains a prospect for purposes of applying the remaining provisions of Bylaw 13 and other bylaws.

35  False  Per Bylaw 13.10.2.1, before a prospect signs an NLI or an institution's written offer of admission and/or financial aid, a member institution may comment publicly ONLY to the extent of confirming its recruitment of the prospect.  The institution may NOT comment generally about the prospect’s ability or the contribution that the prospect might make to the institution's team; further, the institution is precluded from commenting in any manner as to the likelihood of the prospect's signing with that institution.

36  False  Per Bylaws 13.10.2.1 and 13.10.3, publicity concerning a prospect’s commitment to attend an institution may take place with no restrictions after one of the following has occurred: o The prospect has signed an NLI; o The prospect has signed an offer of admission; o The prospect has made a financial deposit; or o The prospect signed an offer of financial aid ***All of the above MUST be confirmed with the Compliance Office.***

38 STEP 1: Approximately one month prior to the start of each signing period, the Director of Compliance (Financial Aid and Student Services) will email appropriate coaching staff’s the NLI/GIA Request Policy and current NLI/GIA Request Form. These documents will be available on the compliance website under Forms and Policies/Bylaw 15. STEP 2: A completed NLI/GIA Request Form must be submitted to the Director of Compliance (Financial Aid and Student Services) at least 7 business days prior to desired delivery date. Request Forms must be signed and dated by the Head Coach or they will be returned.

39 STEP 3: Director of Compliance (Financial Aid and Student Services) reviews request to ensure the team is within NCAA/SJSU scholarship limitations. STEP 4: Director of Compliance (Admissions and Compliance) confirms the prospect is registered with the NCAA Eligibility Center, is placed on the Institutional Request List (IRL) and has answered amateurism questions in accordance with NCAA Bylaw 13.9.1. 

40 STEP 5: All NLI/GIA Requests should be evaluated for SJSU Admissions requirements, NCAA Initial Eligibility and Amateur status, NCAA transfer eligibility and APR implications as applicable.  Questions related to SJSU Admissions requirements, NCAA Initial Eligibility and Amateur status must be directed to the Director of Compliance (Admissions and Compliance).  Questions related to NCAA transfer eligibility and APR implications must be directed to the Athletics Eligibility Coordinator. Transfer Tracers will be sent to all previous institutions to verify academic and competitive eligibility. 

41 STEP 6: Director of Compliance (Financial Aid and Student Services) prepares the NLI/GIA and submits to the Director of Athletics (or designee) for approval and signature. All NLI/GIA Requests are subject to final approval by the Director of Athletics. STEP 7: Director of Compliance (Financial Aid and Student Services) submits GIA to the Director of Financial Aid & Scholarships for signature. 

42 STEP 8: Director of Compliance (Financial Aid and Student Services) will provide approved NLI/GIA to the appropriate coaching staff. The coaching staff will receive the original documents; copies are not kept on file in the Athletics Department. DO NOT lose them!  Every effort will be made to fulfill NLI/GIA Requests within 7 business days of completion of all requirements.

43 STEP 9: Upon receipt of approved NLI/GIA, head coach must sign and date the GIA. Coaches are responsible for delivery of the NLI/GIA to the prospect, and are encouraged to send them via electronic mail to ensure timely and accurate delivery.  An SJSU NLI/GIA checklist will be provided along with the NLI/GIA. This document may be sent to the prospect, or the coaching staff can choose to provide their own instructions.

44 STEP 10: NLI/GIAs signed by the prospect must be provided to the Director of Compliance (Financial Aid and Student Services), who will notify the appropriate Department personnel via email of all signed NLI/GIAs throughout the signing period. STEP 11: The Director of Compliance (Financial Aid and Student Services) will submit all signed NLI/GIAs to the Mountain West Conference Office for validation.
