3 P/C CF 8974GG Apr 28 th Marina Cortez 40 gallons of diesel recovered; Issued a NOFI, Administrative Order, LOA

4 Panga June 28th Offshore Removed 1,200 gallons of fuel from vessel

5 P/C POLAR BEAR June 19 th Marine Group Boat Works There was a dry dock fire on the vessel. Efforts of the facility to keep the oily water from entering into the San Diego bay were successful.

6 M/V NILS B August 5 th 10 th Avenue Marine Terminal Boarded by Port State Control for a routine deficiency check. Identified issues with record keeping which led to an expanded inspection.

7 M/V NILS B Inspection revealed an issue with the piping configuration on the Oily Water Separator. The Incident Management Pollution Investigators deployed and took samples of the vessels, tanks, bilges and pipes for testing.

8 Exercise Coastal Response (SSD NPREP) Oceanside, CA May 21-22, 2014 This year was the largest functional pollution response exercise in the state of California with approx. 240 personnel involved. It was a multi-day exercise focusing on the San Diego Area Contingency Plan (ACP).

9 This year was industry led and Chevron took the lead. The exercise scenario involved two vessels colliding offshore in the San Diego AOR which resulted in +50k barrels being released in the sea. The objective of this exercise was to involve multiple federal, state, and local government agencies, industry, and partnering stakeholders to work together and exercise the ICS and ACP.

10 Participating Agencies included: Chevron Shipping, CADFW, CCC, USFWS, USN, NOAA, NMFS, USAF, County of SD, MSRC, NRC, City of Oceanside, City of Carlsbad, TRG, T&T Salvage, Gallagher Marine, EMSI, Sacco, Midlinx, Foss, Patriot Environmental, Arcadis, Perfection Imaging, Witt O’brien’s, SoCal Ship Services, USCG

11 Major Lessons Learned: Press Releases must be developed and released as soon as possible. The Unified Command must work to develop incident objectives and tasks quickly during the Objectives Meeting. Having an ICS coach to assist the Incident Management Team during the exercise to ensure training is valuable. Exercising the Section 7 process provided participants with better understanding of roles.

12 Major Lessons Learned: Resources managed through an automated system must be visible, accessible and understood by the IMT. Unified Command must make time for Press Briefs throughout the incident.

13 Area Maritime Security Training and Exercise Program (AMSTEP) Bay Shield Functional exercise to respond to the threat of a dirty bomb in the Port of San Diego. Exercise Goal: Discuss and or demonstrate the interoperability of San Diego AMSC member agencies during a WMD threat response in the Port of San Diego, by initiating and coordinating a multi-agency response using federal, state and local resources.

15 Live Aboard Vessels Potential pollution threats Many vessels are neglected and cannot get underway Owners might not have the means (money) of salvaging their vessels if problems occur Many vessels anchor near Zuniga Jetty or moor at Marina Cortez During storms there is a chance that they may run aground or sink at the dock.
