5 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Regulation on criteria for recruiting, preparing, training and equipping the Armed Forces units of Montenegro for deployment into peacekeeping missions as well as on selecting, preparing, training and equipping members of civil protection, police and state employees for participating in peacekeeping missions and in other activities abroad ("OG of Montenegro’’, no 22/09). Rules of Procedure on criteria and manner of selecting, preparing, training, deploying members of the Armed Forces and personnel of the Ministry of Defense into international forces, peacekeeping missions and other activities abroad ("OG of Montenegro”, no 78/09), Rules of Procedure on criteria and manner of selecting, preparing, training and deploying members of police into peacekeeping missions and other activities abroad ("OG of Montenegro’’, no 28/12). 6 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Deployment of the Armed Forces units in international forces and participation of members of civil protection as well as of those engaged in international missions and other activities abroad, involves the following activities: Operations for establishing and preserving peace; Operations within peacekeeping forces and peacekeeping missions; Humanitarian aid activities; Activities for supporting democracy, legal certainty and protection of human rights, within the international organizations and alliances; Activities in which Montenegro is obliged to participate, by international treaties. 7 Chapter 31 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Decision on participation of members of the Armed Forces of Montenegro in international peacekeeping missions and operations is made by the Parliament of Montenegro, upon the proposal of the Defense and Security Committee. Decision on participation of members of the Ministry of Interior and Police Directorate is made by the Government of Montenegro. 8 Chapter 31 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Decisions made by the Parliament of Montenegro on participation in: The peacekeeping mission “INTERNATIONAL SECURITY ASSISTANCE FORCE (ISAF) “. UN peacekeeping mission “"UNITED NATION MISSION IN LIBERIA" UNMIL (Since 2006, two members of the Armed Forces are deployed) EU peacekeeping mission “EU NAVFOR - ATALANTA“. In 2010, Montenegro and EU signed the Agreement on participation in ATALANTA operation NOTE: Upon the invitation of EU HR, Montenegro donated military equipment to the Armed Forces of Mali (4,5 tons) in order to build their capacities and capabilities – Jun 2013 International missions and operations in which Montenegro participates

12 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Agreement between the European Union and Montenegro on the participation of Montenegro in the Europian Union military operation to contribute to the deterrence, prevention and repression of acts of piracy and armed robbery of the Somali coast (Operation Atalanta), (March 2010) Agreement between the European Union and Montenegro establishing a framework for participation of Montenegro in Europian Union crisis management operations, (February 2011) Chapter 31 Agreements signed with the EU, regarding the CSDP:

13 Chapter 31 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Ministries and their compentences: The Ministry of Foreign Affairs –political dialog in common foreign and security policy; The Ministry of Defence, Ministry of Interior - participation of Montenegro in EU civil and military missions, and combating conflicts and fight against terrorism; The Ministry of Finance – planning and providing financial funds for EU operations within CSDP Institutional Framework Chapter 31

14 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union In the forthcoming period Montenegro will tend to: Continue to contribute to building and preserving peace in the world, by participating in international peacekeeping missions under UN, NATO and EU leadership, to the best of our ability. Change regulations pertaining to deployment of the Armed Forces units in international forces, so as to remove possible obstacles for our participation in NATO - led missions regarding collective defense. Improve our administrative capacities in order to be ready to follow and actively participate in CSDP activities and EU operations when we join EU, this particularly refers to strengthening our capacities in NATO and EU-led missions. Build capacities and capabilities of members and units of the Armed Forces, with the aim to activly participate in EU combat groups. Build capacities and capabilities for active participation in humanitarian and rescue missions. Future steps
