3 OIML Certificate System o Created in 1991 o Operates on a voluntary basis o Quicker and less costly way to obtain pattern approvals o Adds value to unregulated instruments

4 OIML Certificate System o Metrological requirements o Test procedures o Test report format Recommendations The Recommendations that are applicable within the OIML Certificate System shall contain:

5 Current position Survey showed that certificates had: o Replaced national approval in 190 cases o Been taken into account in 270 cases o Covers 30 categories of instrument o 671 certificates registered to date o 15 Member States have issued certificates

6 Future developments o Certification of modules o Certification of individual instruments o Global certification m Register of testing laboratories m Intercomparisons m Conformity assessment (TC 3/SC 5)

7 TC 3/SC 5 Conformity assessment o Established 1999 o Will enable uniform implementation of ISO 17025, ISO/IEC Guide 65 by legal metrology laboratories Aim:To establish rules and procedures for fostering mutual confidence in the testing results for measuring instruments

8 Means for establishing mutual confidence o Adaptation of ISO/IEC Guide 65 o Adaptation of ISO/IEC 17025 o Procedure for reviewing laboratories to enable mutual acceptance Three documents currently being prepared:

9 Mutual acceptance arrangement o Establishes a voluntary framework o Applies only to instruments covered by the OIML Certificate System o Participants may: - accept, use and issue, or - accept and use test reports and certificates Principal points:
