OPERATING UNDER AN ACT OF INDIAN PARLIAMENT (BIS ACT 1986) OFFERS THIRD PARTY ASSURANCE, BASED ON WELL DEFINED SCHEME OF TESTING AND INSPECTION AND ENSURING ADEQUACY OF IN- PROCESS QUALITY CONTROL. BASICALLY VOLUNTARY IN NATURE. 68 PRODUCTS ARE HOWEVER COVERED UNDER MANDATORY CERTIFICATION DUE TO REASONS OF HUMAN HEALTH AND SAFETY. OPERATED THROUGH A NETWORK OF 5 REGIONAL,33 BRANCH AND 5 INSPECTION OFFICES THROUGHOUT INDIA WITH HEADQUARTERS AT NEW DELHI.

13 Certification Scheme for Foreign Manufacturers and Indian Importers  Scheme for Foreign Manufacturers  93 licences granted in 16 countries such as France, UAE, South Korea, Nepal, Switzerland, Thailand Bhutan,China,etc.  Products certified include Packaged Drinking Water, Cement, Wood Products, Steel Products, Milk Products, Clinical Thermometers, Energy Meters, Electrical Appliances & Switchgear items etc. Scheme for Indian Importers  5 licences granted for Strainer Type Filter, small size Spark plug Ignition Engines

14 Quality Management Systems Certification ISO 9000 adopted in 1988 Certification Launched in Sep 1991 RvA accreditation - 23 technology sectors No. of licences in operation – 1400 Operating under an Act of Parliament (BIS Act 1986).

15 ENVIRONMENTAL ENVIRONMENTAL MANAGEMENT SYSTEMS MANAGEMENT SYSTEMS CERTIFICATION CERTIFICATION BIS ADOPTED ISO 14000 SERIES OF STANDARDS CERTIFICATION STARTED – 1997 SECTORS COVERED  CEMENT, TEXTILES & ALLIED PRODUCTS  NUCLEAR, THERMAL AND STEEL PLANTS  ENGINEERING & CHEMICAL UNITS

16 IECQ BIS WAS APPROVED AS CERTIFYING MEMBER UNDER IECQ SYSTEM IN MAY 1989 OPERATION OF IECQ IN INDIA BIS - NATIONAL AUTHORIZED INSTITUTE (NAI) - OVERALL RESPONSIBLE FOR MANAGEMENT BIS - NATIONAL STANDARDS ORGANIZATION (NSO) - FORMULATION OF STANDARDS STQC - NATIONAL SUPERVISORY INSPECTORATE (NSI) - APPRAISAL AND SURVEILLANCE NPL - NATIONAL CALIBRATION SERVICES (NCS) – AND OTHER REGIONAL LABS OF STQC (CALIBRATION SUPPORT SYSTEM)

17 The IECEx Scheme Electrical Apparatus for Explosive Atmospheres Single international certification scheme Provides for a single IECEx certificate of conformity India has become a Member Body in August 2006 and is in the process of becoming a certification body.

18 BASIC PRINCIPLE The CB Scheme is based on the principle of Mutual Recognition by its Members of Test Certificates for the purpose of issuing third-party certification Marks at National Level. IECEE CB Scheme CB Scheme

19 IECEE CB SCHEME IEC SYSTEM FOR CONFORMITY TESTING AND CERTIFICATION OF ELECTRICAL EQUIPMENT POPULARLY KNOWN AS CB SCHEME INITIALLY INTRODUCED AS SAFETY CERTIFICATION SCHEME PRESENTLY COVERS WHOLE GAMUT OF CERTIFICATION OF ELECTRICAL PRODUCTS BIS AND STQC AS NCBs BUT NO DUPLICATION TESTING LABS UNDER CB SCHEME.
