4 Louisiana Coastal Zone Game Game enables participants to play a risk mix of stakeholder roles like state government (CPRA), local government (parishes), corporate entities, fishing industry, land developers, Corps of Engineers, NGO Playable prototype is almost completed Funding provided by Entergy and ConocoPhillips Work done by University of Virginia’s Cntr for Leadership Simulation and Gaming. Based on template from Chesapeake Bay Game Enables participants to explore and understand mutual interests, trade-offs, and consequences of potential decisions

5 Louisiana Coastal Game (con’t) The game measures impacts from player decisions in key environmental areas (e.g., wetlands loss), socio-economic factors (e.g., population, jobs, employment), and infrastructure loss. 2016 work (funding pending): Turning the prototype into a highly playable game Development of Moderator Guide 2-3 Game plays in Louisiana to refine and complete the game Make Game available for use by project participants and others

6 Develop Shared Biological Data for CWA 316(b) compliance Access to a central database for the Lower Mississippi River is expected to Save money and effort for individual facilities Provide a consistent data set for compliance submissions LDEQ has expressed interest Draft Scope of Work and RFP have been developed

7 Develop Shared Biological Data for CWA 316(b) compliance 2016 work planned: Complete the data collection and make the data available to participating companies Review plan with LDEQ and revise as needed Finalize the project funding plan and collect funds from companies interested in participating Select the contractor and monitor work performance

8 Design a Louisiana Water Quality Trading Program Work began in late 2015 with a team including LDEQ, LDAF, CPRA, and the Water Synergy Project Following guidance document published by National Network on Water Quality Trading entitled: “Building a Water Quality Trading Program: Options and Considerations” Program is intended to be integrated with regulatory process, similar to the Louisiana Air Quality Program, and to allow point to point source trades as well as point to non-point source trades

9 Design a Louisiana Water Quality Trading Program (con’t) 2016 Planned Work: Continue design of the proposed program in close coordination with WSP stakeholders, LDEQ, LDAF, and CPRA

10 Coastal Zone Resiliency Financing Initiative To address shortfalls in funding, especially for natural and hybrid infrastructure, this initiative is exploring: Existing financing and opportunities to attract private financing to supplement and leverage public funds; How to better understand, communicate, and measure the multiple benefits for multiple beneficiaries (“co-benefits”) How to make the business case for natural and hybrid infrastructure by better focusing on those co-benefits.
