3 Target 25% reduction in CO 2 emissions and substantial cost savings by 2014, through: Capital investment to improve energy efficiency of Schools, the NCC estate and fleet, and develop new energy sources Behaviour change by staff and schools (incl. Energy Busters/ Futures/programme in schools plus corp. ’Low Carb diet’ ) Smarter procurement and management of energy use Legal compliance - s atisfying statutory obligations within the national Carbon Reduction Commitment Energy Efficiency Scheme (CRC) Norfolk County Council’s Carbon & Energy Reduction Programme

4 The CRC is a mandatory scheme aimed at improving energy efficiency and cutting emissions in large public and private sector organisations. A revision as part of the CSR 2010, the Scheme is now essentially a taxation scheme for participants. What they pay is dependant on their levels of emissions. NCC is expecting to pay up to £1M in tax per year (at £12/tonne) from April 2012. Schools will meet their liability through a top slice of the Designated School Grant. This is likely to account for the bulk of this tax. Penalties can be incurred for various aspects of non compliance at £40/tonne. Carbon Reduction Commitment (CRC)
