2 The new policy climate in the UK Climate Change Bill 2007 Real progress (26-32%) by 2020 and 60% by year adaptation risk assessment and progress report, APF and restated governments position that adaptation is best dealt with at a local level Climate Reduction Commitment New energy cap and trade scheme for Municipalities with large electricity bills Local Government White Paper Emphasising the role of LAAs in addressing Climate Change with Partners Performance Reporting Framework New Performance Indicators requiring Municipalities to report on addressing climate change LGA Climate Change Commission Survey, good practice models Planning and Sustainable Homes New planning requirement. All new homes to be Carbon neutral by 2016

5 more likely to have conducted an inventory of their municipality’s CO2 emissions and have a strategy for council activities. 75% signatories have an action plan compared to half of municipalities yet to sign. (29%) of signatories have targets for developing renewable energy in the areas compared to 16% of non signatories more likely to have an officer dedicated to sustainable energy and climate change - just over half of signatory municipalities (55%), compared to 42% of non signatories. more likely (78%)to have an politician with a climate change portfolio.
