10 http://www.hcrma.net MODELING TECHNIQUES  Population trends in order to forecast  Conventional Cost Estimates  Construction cost estimates based on TxDOT average bids and local knowledge.  Estimates are conducted at the planning phase (schematics) and during PS&E (final design). 10

11 http://www.hcrma.net MODELING TECHNIQUES  Traffic and Revenue  Macro-level modeling of the toll road within the local transportation system.  Uses traffic modeling and “stated preference” public surveys to model optimal toll rates and revenues.  Studies range from Level I (Draft Study), Level II (Concept Study), and Level III (Investment Grade Study). 11

12 http://www.hcrma.net MODELING TECHNIQUES  Level of Service  Micro-level modeling of the toll road ramps, exits and connections to the local transportation system.  Helps optimize mainlane and exit/entrance ramp configuration.  Helps determine the utility of portions of the facility design. 12
