The ICES Advisory System Future Perspectives: Using the limited scientific resource base efficiently and effectively. Priming a Discussion at EFARO EFARO General Assembly Tallin, Estonia, May 2013 Dr. Paul L. Connolly ICES President

Content Overview and Context A look at some Statistics The “Hope” and “Match” Models Proposal for Resource Planning at ICES New ICES Strategic Plan (2014 – 2018) EFARO - What are the next steps?

EFARO DCF, Working with Stakeholders, Input to EU Framework Programmes 2003 Review of EFARO Meetings First Meeting Fuengirola, Spain 1989 Meeting Conclusions Develop strategies for allocation of resources

EFARO – ICES Meeting October 2012 ICES will develop an initial outline of expected expert resources required to successfully accomplish the 2013 workplan and will identify in as much detail as possible, the specific expertise needed. Develop a “living document” that will serve as a resource planning tool. By the end of 2013 the outline should also be used to access actual needs and identify potential gaps. This will enable ICES and EFARO Institutes to find the most efficient ways to carry out and deliver advice.

Some Initial Conclusions A pool of 1,100 to 1,200 experts are participating in ACOM Expert Groups (not including Review, Advice Drafting, ACOM, Secretariat, Preparatory Work) These experts contribute between 5,600 and 6,400 person days in direct physical meetings in expert groups contributing to ICES advice Some countries have provided substantially larger contributions in terms of number of experts participating and person days UK; Denmark, Norway; France, Germany, Ireland, Spain and Sweden; Same pattern with chairs; UK largest contributor with 7 countries providing most chairs A similar pattern emerges when looking at Review Group and Advice Drafting Groups

New demands for ICES Advice Requirements for New Expertise Increase demands for recurrent and non recurrent advice (MSFD, New CFP, DCF - DCMAP, Ecosystem Approach) from Clients OSPAR – Indicators for MSFD Descriptors OSPAR – Maximise use of available data for monitoring of Biodiversity OSPAR – spatial design of monitoring for contaminants in Sediments NEAFC – Update Cold water Coral Maps EC DG MARE – Standing request for advice on fisheries and interactions DG ENV - MSFD Descriptor 1 How to integrate impacts from various economic sectors ICES Council Arctic, Aquaculture, MSFD are Key Priorities What type of Scientists/Skill Sets do we Need ? Training is Key

ICES What do we want/need to do ? Meet Client Stakeholder Needs; Establish Resolutions; ICES Advisory System Establish Expert Groups ICES “Hope” the resources are made available by the Member States ICES Advisory System The “Hope” Model

Member States Committment. What resources are available to ICES ? ICES Define what needs to be done - Prioritise ? Changing Policy Landscape ICES “Match” the available resources to the priority areas ICES Advisory System A Need for Change - The “ Match” Model Current Economic Climate Workload Issue Changing Policy Landscape Identify New “Skill Sets” Training

ToR 6. Are present advisory commitments commensurate with available human re-sources and science expertise, and are there sufficient mechanisms in place to obtain human resources from ICES Member States? ICES could draw up agreements or MoU’s with its member countries specifying the human resources that the ICES advisory system can draw upon. External Review of ICES Advice

Develop a Resource Planning Tool at ICES A Proposal for Discussion Develop a Resource Planning Tool (RPT) at ICES Administered by ICES Secretariat ICES Funding for RPT – Trial Period (2013-2014) Run in 2014 - Refine – Adapt A commitment of resources by Member States to ICES (Mechanism ?) Feedback from ICES to MS (Two way communications) Identify Skill Sets Required – Identify Gaps – Training ICES New Strategic Plan (2014 to 2018) Associated Action Plans Resource Planning – A key element of Implementation of Strategy For Discussion at July 2013 Bureau How do we progress this ?
