2 Commander Escort Flotilla 3 Objective  Inspection of effectiveness about HA/DR by Coalition Force.  Establishment of command structure by Coalition Force.  Coordination of HA/DR by Coalition Force.  Training of mutual activity by Military-Civilian.  Emphasis of coordination between JTF-HQ and CMCC.  Support Healthcare Association of Hawaii Crisis Response Certification process.

3 Commander Escort Flotilla 3 Commander’s Intent 3 END STATE Host Nation restore capability to handle remaining disaster recovery tasks, decline needs for support, and stabilize its public order. 2 METHOD Deploy NEF CR-AFP and Coalition Surface Group with required personnel and equipment to GRIFFON to act as CJTF HA/DR and coordinate with government of GRIFFON agencies, Non-Governmental organizations, and united nation organizations through CMCC ISO GRIFFON relief efforts. 1 PURPOSE Conduct foreign HA/DR in support of country Griffon to provide immediate assistance to the affected population and to mitigate near-term human suffering.

5 Commander Escort Flotilla 3 CONCEPT OF OPERATION PHASECONOPS PHASE1: Preparation1 Preparation of each asset to be deployed on each Nation’s responsibility. 2 Deployment of ADVON to gather information, grasp accurate needs in disaster area. 3 Enhancement of information sharing with Host Nation’s Civil authority. 4 Establish communication with CMCC. PHASE2: Deploy1 Establishment of HA/DR coalition force and rapid deployment to disaster area in accordance with Host Nation’s requirement. 2 After arriving at disaster area, should establish shore command post to direct HA/DR coalition forces and coordinate with Host Nation’s through CMCC. PHASE3: Activity1 Conducting relief operations, restore infrastructures to conduct necessary humanitarian assistance and delivery supply. 2 Support medical treatment of Host Nation. PHASE4: Restoration1 Create transition plan including agreement by capable Host Nation organization. 2 Getting approval of the plan by higher HQ of each Nation’s. PHASE5: Withdrawal Safely complete withdrawal of all forces/personnel to each donor nation in accordance with withdrawal order.
