6 6 4. Flood Situation Flood caused by the Storm No 6 combined with the cold atmosphere from the North Heavy rains in the Central Vietnam in the evening of November 9th until 13th (700 – 800 mm)‏ Water levels measured at 9.60m (Thu Bon River), and measured at 10.36m (Vu Gia River)

7 7 Flood Situation Some areas in Quang Nam were flooded 0.5- 1m higher than the flood peak in 1999. Dai Loc, Duy Xuyen, Dien Ban, and Que Son were the most seriously affected district in terms of damage and devastating level. In Danang, there are two districts seriously affected by flood. (Hoa Vang and Cam Le)‏

Damages Quang Nam: 125 communes out of 233 communes in the province flooded, many residential clusters 2- 5m under water (According to statistics from the Quang Nam People’s Committee as of 12:00, November 14th 2007 )‏ 19 people injured; 01 missing, 20 people died 2000 ha of rice and 5000 ha of vegetables and crops were ruined 2.2 million of animals swept away 1.450 houses collapsed and swept away, 250 classroom, 45 health facilities and 70 government agency buildings damaged

9 9 25,000 tons of rice and 3,000 tons of rice seed soaked 30,000m3 soil of embankment of aquaculture farming was washed away causing the loss of 950 tons of fish, prawn/lobster and various water lives. 48 fishing boats were wrecked and in missing 452 clean water supply works were damaged Traffic connections were totally blocked and many rural areas and all mountainous districts were completely isolated The initial damage up to November 14th 2007 was roughly estimated at 1,500 billion VND (equivalent US$ 94 million).

10 10 Danang: The flood happened in a huge area covered 8 districts of central province of Danang 3 people died 8.348 households were evacuated 9.500 tons of rice (in which 250 tons of rice seed) were flooded 500 ha of vegetable, 150 ha of sugar cane, 110 ha of flower destroyed 378.400 animal swept away 250m3 of erosion land 07 water supplies destroyed

Initial response by GOVs/NGOs/Private Donors Quang Nam: (In Dien Ban district)‏ –GoV 6,000 packages of instant noodles and clean water for the flood victims 80 tons of rice for people in Dien Ban district District Health Prevention and Control Center has distributed 300kg Chloramine B to disinfect drinking water sources and decontaminate the environment.

13 13 Initial response by GOVs/NGOs/Private Quang Nam: (In Dien Ban district)‏ –GoV 6,000 packages of instant noodles and clean water for the flood victims 80 tons of rice for people in Dien Ban district District Health Prevention and Control Center has distributed 300kg Chloramine B to disinfect drinking water sources and decontaminate the environment.

14 14 Duy Xuyen District: Local Government granted VND 5 million for each collapsed house and distributed 80 tons of rice (70 tons provided by the Government and 10 tons given by individual donors) for local people, and 4.000 instant noodle cartons

15 15 Da Nang In Hoa Vang district: GoV: 4.500 instant noodle carton and 40 tons of rice provided by Local Government NGOs/Private Donors: Steel Cooperation: 07 tons of rice Ho Chi Minh Association of fellow-country man: 250 million VND for 500 HHs World Vision: Noodle, drink water (equivalent to 200 million VND) Children of Vietnam: Noodle and water (equivalent to 75 million VND)‏

16 16 Da Nang In Cam Le district: GoV: 2.000 instant noodle carton boxes, 30 tons of rice NGOs/Private Donors: VN Fatherland Front: Noodle and water (Equivalent to 50 million VND)‏ Steel Cooperation: Noodle and water (Equivalent to 30 million VND)‏ CECI: 20 tons of rice for 6 wards (equivalent to 140 million VND)‏

Local needs Quang Nam Food: rice, instant noodle, vegetable oils (in 2-3 weeks to come) Non-food items: blanket and mosquito-net for poor and elderly people (in 2-3 weeks to come)‏ Education: text book, note books, teaching materials (in 2-3 weeks to come)‏ Livelihood: rice seeds (for longer term income generation)

18 18 Danang Hoa Vang district: –Rice: 3.000 instant noodle cartons, and 200 tons of rice –Blankets and mosquito-nets: 5.000 kits (for poor households)‏ –100 tons of rice seeds for the next crop –Textbooks/notebooks and pens for primary school students –School furniture (300 unit of table and chairs)‏ –Clothes for children (4.100 children)‏ –02 spray chemical machines

19 19 Danang Cam Le district: Textbook/notebooks and pens for children (200 primary school children)‏ 200 tons of rice 30 tons of rice seeds 800 kg of vegetable seeds Provide materials to upgrade the house for poorest Households

Recommendations Quang Nam Provide rice, instant noodle, vegetable oils (in 2-3 weeks to come) Provide blanket and mosquito-net for poor and elderly people (in 2-3 weeks to come), and text book, note books, teaching materials (in 2-3 weeks to come)‏ rice seeds (for longer term income generation)

21 21 Da Nang Education: –Provide textbooks, notebooks, teaching tool and pens for students and school –Tables and chairs for kindergartens, primary schools, lower-secondary schools –Indoor-learning materials for kindergartens Food: –Instant noodle –Rice –Vegetable oils

22 22 Livelihood: –Rice seeds for next crop Non-food items: - Household kits (blankets, mosquito-nets, and utensils) Water and Sanitation –Purified dig-earth wells: about 600 (50%) of the wells has not purified yet Health Care –At least 02 spray chemical machines needed for environment cleaning and treatment (only for Hoa Vang)‏ –Maico Cream for skin disease treatment
