Fee rates must be set fairly and transparently; this includes ensuring that fee rates reflect the quality and standard of the services which are provided. A further consideration of the state of current care home accommodation will be of value in profiling the extent to which existing care home stock is fit for the future or, alternatively, whether new build developments are a necessary requirement.
