3 Welcome Welcome to West Virginia University and the WVU Extension Service. WVU Extension is a large and diverse organization that serves as the front porch to WVU for many state residents. With faculty and staff located in all 55 counties, Extension has provided educational programs to the people of West Virginia since 1914. As a WVU Extension employee, you will find it important to learn about the structure of the organization and become familiar with the programs we offer. The Extension Service has four program areas: Agriculture and Natural Resources; Community, Economic and Workforce Development; Families and Health; and 4-H Youth Development. We have Morgantown-based support units which serve the state (Communications, Development, Finance and Business, Human Resources, Facilities and Services, Federal Excess Property, and Technology). And we also oversee and operate WVU Jackson’s Mill, a beautiful camping and meeting facility in Weston, WV, which is also our nation’s first state 4-H camp. I believe you will find that you have joined a strong and smart organization, dedicated to improving the lives and communities in West Virginia. We are traditional yet progressive in our programs and our service. Every day we help to carry out the University’s land-grant mission of taking the knowledge and research of the University and applying it to solutions for everyday life. We are proud of our commitment to diversity and inclusion as well as to our international initiatives to connect West Virginians to the world, and bring the world to West Virginians. You will find that we do a lot of our work in partnership with higher and basic education, government, private and nonprofit organizations, and WVU colleges and programs. 11 First Steps Outlook Account Outlook is the University’s email system and is essential for communications. Setting up your account is an automated process when your hiring information is submitted by EHR. Your supervisor and/or Office Administrator will be contacted when your email account is set up. This cannot be created until your payroll paperwork has been completed. New Employee Orientation New Employee Orientation is where you will learn about subjects related to your new job and meet your fellow employees! Orientation is held semi- annually at WVU Jackson’s Mill, where many statewide events and meetings are held. Your first week… Your first week of employment can be exciting and stressful, as you are likely entering a new work environment with a unique employer. It is also an important period for you to “get things in order” and start your new career. Two things that are essential are your Outlook account and registering for training. 15 Programs The Agriculture and Natural Resources program is behind the beginning of the national Extension Service nearly 100 years ago. Thus, there are many subjects that fall under this program. 16 Programs CEWD is made up of four distinct units that provide leadership for collaborative efforts that empower people and communities to make a positive difference in their lives. Community, Economic and Workforce Development (CEWD) Mark Fullen, Interim Program Director Community Resources and Economic Development (CRED) strengthens the capacity of citizens and organizations throughout the state of West Virginia by helping people understand community change and identifying opportunities to improve their social and economic well being. Fire Service Extension (FSE) - is a leader in providing critical, high-quality training to the state’s emergency responders. Institute for Labor Studies and Research (ISLR) - works to strengthen labor- management relations by improving the efficiency, mutual gains, and general well- being of employees, the unions to which they belong, and the businesses that employ them. Safety and Health Extension (SHE) - provides training and conducts research in the area of worker safety and health. They are an OSHA Education Training Center and also deliver American Heart Association First Aid and CPR courses. SHE is also responsible for safety and health training for all WVU employees. 18 Programs 4-H is possibly the most well-known program of the Extension Service, providing the nation’s youth with skills and qualities which aid throughout life. 19 Located in Lewis County, WVU Jackson’s Mill is the central gathering spot for the WVU Extension Service. Roles of Jackson’s Mill include: WVU Jackson’s Mill WVU Extension Service educational program offerings. Utilization of the facility by WVU academic departments, other regional campuses, and WVU Extension. Service for program areas that match West Virginia youth and adult lifelong learning needs. For example: firefighter and safety and health training; water treatment training; programs for the agricultural industry as well as business/professional/trade groups. Strengthening relationships with local and state 4-H groups. Providing space for meetings, recreation, conferences, and events for groups and families; and providing formal and informal training opportunities for local families. 20 Support Units The array of programs carried out by the Extension Service staff across all 55 counties in West Virginia requires a centralized support system. These organizational support units are based out of the WVU Extension Service headquarters at Knapp Hall on Beechurst Avenue on the Downtown Campus in Morgantown. 21 Support Units Development The Office of Development coordinates private giving to programs, events and facilities operated by the WVU Extension Service. The office’s goal is to help donors understand the impact their gifts will make in the lives of the thousands of people that WVU, the Extension Service and its programs affect each year. Depending upon the donor and the size of the gift, this can occur on both state and local levels. The office collaborates with the WVU Foundation which is a private 501©3 that operates on behalf of WVU. 23 Support Units Extension Human Resources (EHR) Mission Statement EHR manages the following areas: The mission of EHR is to maintain a fair, equitable, and positive work environment for all employees, in support of the mission of the Extension Service. As a WVU employee, you can keep track of your balances on the WVU MyAccess website, where, after entering your WVU “Login” and password, you can view and edit your personal information or go to the Leave Request page. 29 County Extension Service Committees Working with your County Extension Service Committee To Index The County Extension Service Committee (CESC) is the legal group that gives guidance to the County Cooperative Extension program. The CESC is established in accordance with House Bill No. 231, passed February 23, 1963. All 55 Counties have CPCs and CESCs. HB 231 provides for the following members of the Committee: A.President of the County Farm Bureau B.President of the Community Education Outreach Service C.President of the 4-H Leaders Association D.A county commissioner designated by the County Court E.Member of the County Board of Education designated by the president of the County Board of Education. F.County representative of the Grange G.Two residents of the county appointed by the West Virginia board of Governors for staggered terms of three years, each beginning the first of July, and in making these appointments the Board of Governors shall appoint one member designated by any other active farm organization in the county not already represented by virtue of this section. If any of the above named organizations do not exist in the county, the Board of Governors may appoint from residents of the county an additional member for each such vacancy.

The performance appraisal process is an annual opportunity for supervisors to meet with their classified employees to review the previous year's accomplishments and to set new goals for the upcoming year.
