Learning Objectives: Understand that Planning and Training are the most important part of any response Know the different types of Ambushes Suggestions on how to survive an Ambush

4 PLANNING AND TRAINING IS EVERYTHING!
Planning and Training is the most important part of any response you make as a Police Officer or Deputy Sheriff. With the proper Planning and Training, most ambush and sniper situations can be defeated!

5 Law Enforcement Officers Killed 1989 - 1998
1. Disturbance Calls (111) 2. Arrest Situations (239) 3. Civil Disorders (0) 4. Handling Prisoners (30) 5. Suspicious Persons (112) 6. Ambush Situations (86) 7. Mental Subjects (11) 8. Traffic Stops/Pursuit (93) (Total: 682 Officers Killed)

6 Law Enforcement Officers Killed in 2000 (51)
Firearms were the weapons used most often. 47 of the 51 officer deaths were from firearms. Handguns, one of which was the victim officer's own service weapon, were used in 33 of the murders. Rifles were used in 10 of the felonious killings. Shotguns were employed in 4 officer slayings. 29 of the 47 officers slain with firearms were wearing body armor when they were killed.

7 Deliberate Ambushes Perpetrator selects the area, date, time, weapon(s), etc. (Outline: FFX CO PD / Michael Kennedy - Ambush May 8, 2006) Possibly makes a bogus complaint to draw officers into an ambush situation.

8 Hasty Ambushes An unplanned or a spur-of-the-moment attack.
Suspect(s) are confronted by police during the commission of a criminal offense.

9 Ambush Situations Minimize the Possibility of being set-up!
Avoid parking directly in front of the location. Park several houses/buildings away. Do not approach in the open. Utilize shielding and/or concealment. Vary your patrol patterns. Alternate when and where you stop for coffee. Conduct your business checks at different times.

10 Ambushed on Foot Seek Shielding and/or Concealment. Call For Help!
SIGNAL 13 If no Shielding or Concealment is available, stay low and keep moving! A moving target is harder to hit than a stationary target. Attempt to locate the suspect(s). Be Aware of innocent bystanders. Maintain position and wait for back-up!

11 Ambushed in your Vehicle
Exit the “KILL ZONE”! Quickly back-up or make u-turn and accelerate out of the area. Call for HELP! Location of innocent bystanders! Attempt to locate the suspect(s).

12 Fire Bombing Roll up the windows. Accelerate from the area.
Stay in the vehicle! Call for HELP! Fire should extinguish itself while vehicle is moving.

13 Avoiding Ambush Situations!!
Examine/observe your patrol area for signs of irregularities. Vehicle/Person out of place. Broken Window/Open Door.

14 Avoiding Ambush Situations!!
Notify the dispatcher of the situation and request the necessary back-up. Once you have observed the area, make a determination to approach in a vehicle or on foot. Vehicles may stand out too much or make too much noise. If you approach on foot, be sure to utilize shielding and/or concealment.

15 Responding to In-Progress Calls
Coordinate your response with the other officers responding. Determine the quickest route to expedite the response. Time of Day? Path of Route? Traffic Conditions?

16 Responding to In-Progress Calls – cont.
Upon arrival, observe the area and use a tactical approach. Vehicle Placement? Scan for Shielding/Concealment as well as suspects and/or bystanders. Accomplices sitting in a vehicle, etc. Communicate your observations to the other units. Avoid making “Police Noises”!!

17 Responding to In-Progress Calls – cont.
Once you have safely approached the area, attempt to contact the complainant or responsible party. Never assume that someone claiming to be the complainant is not involved in the crime. Determine if the suspect(s) are still on the scene. If they are still on the scene, establish a perimeter and treat as a hostage situation. If they have fled, obtain a lookout and broadcast it to the other units.

You have an officer down near the front gate of the football stadium. A sniper in the top row of the bleachers has shot the officer in the leg. (non-life threatening injury) You have TEN minutes to come up with a responsible plan to rescue the downed officer. Draw a diagram and list the phases of your rescue. Be ready to present your info to the rest of the class.

You have an officer down across the street. A sniper in the model home on the other side of the bus lot has shot the officer in the leg. (non-life threatening injury) You have TEN minutes to come up with a plan to rescue the downed officer. Draw a diagram and list the phases of your rescue. Be ready to present your info to the rest of the class.

21 SURVIVAL WILL My “SURVIVAL WILL” is in place; I will NEVER GIVE UP!
My mind and body work together in harmony. I apply myself to all situations, my decisions are sound. I will adjust and overcome. My reactions are appropriate, based upon training and experience. I am strong in tactics and react quickly. If attacked, I will react; I WILL NEVER GIVE UP! If my attacker continues to attack, so will I. It doesn't matter if I bleed or get hurt. I will continue to fight. I am fighting for myself, my kids, the people I love, to see them again. My mental and physical being, training and “SURVIVAL WILL” will see me through. I am a WINNER and I will WIN! I will SURVIVE because this is my “SURVIVAL WILL!”
