2 It has been recognised by the CBM that Engineering training to support the Toolmaking and tool design skill for presstools, forging dies, jigs and fixtures is not available to underpin todays business needs’ For instance we are reshoring components from Asia with tooling still being purchased from the far east!! Since the recession with a loss numerous Contract Toolmakers and retired skilled personnel and with the upturn in metalforming sector business especially automotive & aerospace we are in desperate need to train new staff for the listed positions; Toolmakers, Tool designers, Toolroom Machinists, Process Engineers, Quality Engineers, Tool Setters, Robotic technicians, Welding Technicians, prototype technicians, Estimators There is no confidence in local FE & Universities and training providers to support this area of business training needs. WHY?

3 Initial Email response in yellow supporting the Initiative from Members in Black Country & Birmingham Locality (March 2014) Latest survey UK 70% 0f CBM member companies will support the initiative. (Oct 2015)

9 Black Country Elite Centre for Manufacturing Skills (ECMS) Aim & Key principles Aim to reduce skill shortages caused by sector growth and an ageing workforce in key sub- sectors of the manufacturing sector where employers are reporting significant skills shortages and lack of qualified and experienced labour. The ECMS is to provide an employer-led training provision for key sectors & higher skill levels for the Advanced Manufacturing sector in the Black Country (and wider region) where there is currently a lack of suitable provision in these sub-sectors. (Not a replicate of existing provision) ECMS aims to open by August 2017 (possibly before) Training delivery will be a combination of apprenticeships and bite-sized specialist courses. Scope of training. (from Level 2 (where not available) – level 5) Technical skills in 5 sub sectors :- *Foundry *Sheet Metalforming * Forging*Tool & Die making*Advanced Machining*Metal Treatment *Management & leadership *Project Management skills Curriculum requirements and oversight of the ECMS quality & delivery led by Employers. Use best appropriate providers to deliver the training (including those based in industry if appropriate)
