1 Back in February, we told you that we were about to start work on further enhancements to Sentinel. Network Rail, the rail industry and trade unions are working together to deliver Sentinel Site Access. This Update focuses on this next development. In this edition:  What is Sentinel Site Access?  Engaging with our stakeholders  What Sentinel Site Access does not do…  WebEx training sessions in November What is Sentinel Site Access? Sentinel Site Access will give us the ability to know that track workers have entered and left the rail infrastructure. Also, the Sentinel card will tell us when certain key events have occurred. Swipe on, swipe off For the first time track workers will have their Sentinel cards checked both when they arrive and when they leave the work site. Sentinel Transition Update September 2014 Update 15 For this to happen track workers will swipe on and swipe off every time they start and finish a shift. It will provide a ‘location’ of work being undertaken using the Sentinel card so that in the event of incident/accident we will know where to send emergency services – getting help to workers faster. (From December 2014) SITE ACCESS SPECIAL

2 Site inductions and other key events Sentinel will acknowledge and record when key events occur, such as a worker completing a site induction, acknowledging a safety brief, as well as when competences are used. (from December 2014) Site Induction Sentinel will capture when site inductions have been completed by workers. This assures that consistent safety information is being given to all people on site. This saves time by flagging where an induction may not be necessary for an individual because they have already received a current and valid one at that site. (From December 2014). Sentinel Transition UpdateUpdate 15 SITE ACCESS SPECIAL Competence use to electronic logbooks Sentinel will allow users to create a real time log of competence use. This removes the need for manual entry into paper logbooks. It will help trainers and assessors to speed up the process of retraining/reassessment when renewing a competence, saving time and reducing bureaucracy. (From December 2014).

3 Recording single and paired key events Events such as the receipt of mentoring, observations, surveillance, driving activities may be recorded by Sentinel. This will give the ability to increase the content of a worker’s electronic logbook to reflect the true nature of their skills and experience. (2015) Sentinel Transition UpdateUpdate 15 SITE ACCESS SPECIAL Integration of Location Information Once developed, workers will be able to select their ‘location’ from a dropdown list rather than manually entering the work reference number. This will further enhance safety planning and work execution tools available on the front line. (2015) Acknowledging a Safety Brief Where a team executes more than one SSOWP for the duration of a shift, the swipe on/off process will be supported by also using the Sentinel card to acknowledge a safety brief before going trackside. This will mean that a team will swipe on at the start of the shift, acknowledge safety briefs throughout the shift until the end, at which time the team will formally swipe out declaring that they have left the infrastructure. This supporting functionality reduces the number of swipes required. (From December 2014).

4 Sentinel Transition UpdateUpdate 15 SITE ACCESS SPECIAL The pathway to reducing double- shifting Sentinel Site Access will capture travel and booked shift time at the time of swiping in and anticipated travel times to a place of rest at the time of swiping out. This will help to produce simple fatigue information. Track workers will be able to take more responsibility for their own working hours and be further empowered though Sentinel to say “No” if asked to undertake extra hours which are putting themselves and others around them at risk. It will also notify COSSs/Safe Work Leaders (SWL) or whoever is responsible for site safety, of excessive working practices. The functionality of swipe off enables individuals to declare via the Sentinel card that they have left the infrastructure safely. In addition it can prompt a safety conversation if time away from the infrastructure indicates that a person may be attempting to double-shift which puts colleagues at risk.

5 Engaging with our industry stakeholders As with the introduction of new Sentinel last year, we are engaging with all parts of the rail industry to discuss proposed enhancements, current and future working practices and what the industry needs in terms of support during these changes. We will continue this engagement through 2014 and into next year as we develop new capabilities for Sentinel. Also, we will use the Sentinel Update to answer any queries that you have on Sentinel Site Access as we progress towards the first enhancements going ‘live’. We are collating frequently asked questions and will share them with you in the next Site Access special edition of the Sentinel Update. 6 What does Sentinel Site Access not do? As we engage with such wide-ranging stakeholders, including trade unions and other industry representative organisations it is important to emphasize the boundaries of Sentinel Site Access and what is not in scope for development. Sentinel Transition UpdateUpdate 15 Sentinel Site access does not… Track and/or trace individuals location. Use GPS technology to identify where a specific individual is. Link to any payment systems to affect a worker’s salary and/or terms & conditions. Replace any individual already responsible for informing members safety on track. Surface real time information to users other than strictly controlled and approved key safety personnel responsible for workers’ health and wellbeing. Replace any individual already responsible to countersign a worker’s paper log book. Measure an individuals performance when using a competence. SITE ACCESS SPECIAL

7 WebEx sessions during November A series of WebEx online conference calls will be held in November to update you on all the latest developments Sentinel Site Access and to let you know what you need to do differently in your organisation to ensure you are ready to start using the new enhancements from Day One. Angi Bell, the Sentinel Project Manager for Site Access and Graham Jones, HR Business Analyst (both Network Rail) will take you through an hour-long presentation including a Q&A session, giving you the chance to pose your questions and clarify any unclear points about Site Access. Look out for the invitation by email containing the dates and times for the WebEx online conference calls, as well as joining instructions for the sessions. The Sentinel Programme team will also be visible on the ground during roll out of site access functionality to support you as you begin to use the new functionality.
