2 2 Citizen Survey FY2011 Purpose of the survey –Measures residents’ satisfaction with City services –Identifies priorities for future City spending –Benchmark for measuring performance Against our past performance Against other cities nationwide Against other Texas cities History of survey –Conducted annually from 1998 – 2009 –Begin biennial survey in FY2011 due to budget constraints

3 3 Selection of Survey Contractor RFP was released in November Five companies responded Staff evaluated proposals Top three candidates were interviewed Infogroup / Opinion Research Corporation was selected for the FY2011 Survey

4 4 About Infogroup / ORC Over 70 years of survey experience Founding member of Council of American Survey Research Organizations Other Clients –CNN political polling –Postal Service (5-day vs. 6-day delivery) –Seattle, Washington –Sunnyvale, California –Boise, Idaho –Various agencies in Washington State, Wisconsin and the Federal Government

5 5 Infogroup: Deciding Factors Best plan to produce a sample size that resembles Fort Worth Best approach for identification of key drivers Best process for developing spending priorities

6 6 Survey Details Cost $49,500 1,600 surveys to be completed 200 surveys per Council district Survey will not exceed 20 minutes in length Maximum of two open-ended questions Contract has two renewal options, for the FY2013 and FY2015 surveys

7 7 Survey Design Template will use past surveys to ensure comparability and assess changes in priorities Mayor and Council will have the opportunity to provide questions that address current issues Additional meetings will be held to get input from City Manager’s Office and Department Heads

8 8 Survey Process Pre -test survey and revise if necessary Identify addresses to sample and mail cards Follow-up with phone calls and mail Analyze results Benchmark results against nationwide baseline Report results to City –Summary presentation to Council –Written report –Maps with survey results by Council District –Crosstabs (full data set for each question)
