2 The War at Home When the U.S. declared war, the government moved fast to put the country on a war economy. The War Industries Board and the National War Labor Board made sure the US was producing everything they needed to fight.

3 This was very evident in the way women’s fashion changed. Women stopped wearing corsets, tall leather shoes, and hemlines rose.

4 President Wilson also set up the Food Administration to help produce and conserve food. Herbert Hoover was in charge of this group and they urged people to plant “Victory Gardens”.

5 To help finance the war the government sold Liberty Loans, war bonds, and raised the income tax.

6 Activity Use evidence from the pictures to answer the following questions on a separate sheet of paper: What foods were people encouraged to eat? What foods were people told not to eat? Why do you think these foods were reserved for the soldiers fighting in Europe?
