8. The State Department -relations with other nations -Thomas Jefferson led The Department of Treasury -financial matters -Alexander Hamilton led

9. The Department of War -handled defense Washington also named an attorney general, the head lawyer for the country Together, they are the president’s cabinet

10. The president has the power to fire cabinet members without Senate approval -this made the position of president stronger

11. Judiciary Act of 1789 -they also had to decide how to set up the judicial system What part of the judicial system had the Constitution already set up? The Judiciary Act gave the federal courts power over the state courts

12. The Bill of Rights - the first 10 amendments to the constitution helped to limit the powers of the gov’t over the people

13. Economy - Hamilton (Sec of Treas) had a large national debt to deal with -Hamilton wanted to pay off the debt -He also wanted to pay off each individual state’s debt -Southern states opposed this

14. -Hamilton also asked Congress to create a Bank of the United States that the gov’t would own -opponents said that it was unconstitutional -Washington agreed that Congress had the power to create it, and so it was created

15. -Hamilton got the Southern states to agree by proposing that the national capital would be located in the south -This is how the District of Columbia was created

16. -Hamilton wanted more manufacturing in the US -He proposed tariffs on imports to help US industries keep their prices lower (page 256) -Southern states didn’t have much manufacturing and opposed tariffs -The tariffs passed anyway

17. -Finally, to improve the economy, Hamilton wanted more taxes to raise money -This included a tax on whiskey made in the US -These changes made Jefferson and Madison nervous about how much power the gov’t had
