2 General information What is ITMS ? ITMS - IT Monitoring System for Structural funds and Cohesion Fund ITMS enables storage and exchange of information related to: -Grant applications -Projects (financing, monitoring, control, irregularities) -Irregularities -Reporting and OLAP -Programme structure (OPs, priority axes, measures) ITMS serves two programming periods: Programming period 2004 – 2006 Programming period 2007 – 2013 There were no findings identified during the latest security audit of ITMS Portal.

4 Structure II.  CORE part of ITMS (internal – without public access):  Serves users from Managing Authorities and Intermediary Bodies, Central Coordination Authority, Certification Authority, Audit Authority, and other authorities involved in implementation of projects (currently approximately 2 000 users)  PORTAL part of ITMS (external – public access allowed):  Enables beneficiaries (12000 users) to communicate with Managing Authorities / Intermediary Bodies:  Online forms - electronic submission of :  Grant application  Payment application  Project monitoring report  Features:  Automated system to system exchange (ITMS with other system)  Electronic authentication (GRID card)  General information, guidelines and FAQ available to Beneficiaries  Pro-active and automatic handling (eg. pre-filled forms, deadlines, alarms,...) ITMS consist of two parts:

9 Support for monitoring and evaluation  Static outputs – predefined reports for each stage of project implementation (Reports from assesment process etc.) and predefined monitoring tables (e.g. Standard monitoring table for EC)  Dynamic outputs (OLAP Cube) – ITMS uses Online analytical processing (OLAP). OLAP performs multidimensional analysis of data and enables complex analysis in a rapid execution time. We can say that users of CORE ITMS are able to perform ad hoc analysis of data in multiple dimensions, and can thereby obtain information that is neccessary for decision-making ITMS provides full support for monitoring and evaluation process through

10 Support for monitoring and evaluation  Direct data exports – In case users need information, that cannot be obtained by previous mentioned methods, CCA admin can obtain requested data from ITMS Database by developing and using script (small program written by CCA admin) ITMS provides full support for monitoring and evaluation process through

11  e-Cohesion and article 112(3) of General Regulation proposal still unclear as regards :  scope and form of electronic communication between beneficiaries and authorities  authorisation and e-Signature  Multi-fund and multi-OP projects These need to be clear in order set the Rules for management and implementation of SF/CF on national level.
