3 Introduction of the HKICA SME project Certification Bodies for Persons HKICA Established in 2006 HKICA Vision and Aim To become a renowned public personnel certification body in the Asia Pacific Region To promote the status of ISO auditors to the public as a profession; Local Atmosphere The Hong Kong Council for Testing and Certification set up in September 2009. Testing and certification services trade as one of the new pillar industries for propelling Hong Kong towards a knowledge-based economy. Brand “Tested in Hong Kong, Certificated in Hong Kong” to promote the reputation of Hong Kong to a very good standard throughout the world;

4 1.1 Qualification against competence based SME Development Fund (granted Sept 2014) Project Title To upgrade the QMS personnel certification scheme of Hong Kong Institution of Certified Auditors (HKICA) in compliance with ISO/IEC 17024 for international accreditation. 提升香港審核師學會( HKICA )質量管理 體系人員認證計劃以符合 ISO / IEC 17024 國際認證的要求

5 1.2 International trend Sustainability of the project HKICA accredited under CNAS will have the same personnel accreditation status. We shall seek mutual recognition with China Certification and Accreditation Association (CCAA) so that Hong Kong auditors can work legally in China Mainland.

9 1.4Benefit of the scheme  A certification body being accredited is crucial to ensure professionalism of QMS certified auditors and quality of subsequent auditing.  HK demonstrating our commitment towards quality;  Certified auditors will gain equivalent international status - a benchmark for the expertise of existing certification personnel and upgrades their professional status.  Promoting Hong Kong as QMS personnel certification centre for SE Asia auditing professional.  Securing a steady supply of manpower to the testing and certification industry  To encourage young professionals to choose certification as their career;

10 1.4Benefit of the scheme (SMEs/Auditors)  Most of the training courses offered in Hong Kong are IRCA registered that the cost are relatively high. In future, the HKICA endorsed courses will be 30%~50% lower.  Lower training cost for setup and maintenance of ISO system which includes the foundation training to frontline management for understand the ISO9000 standard and ISO clauses (initial auditor training for middle management; lead auditor training for quality personnel and managers).  Lower cost of transition training when updating/changeover of ISO standard to newer revision.  For company paying the membership/registration fee for their staff. The annual auditor registration fee of HKICA is relatively low than overseas such as IRCA.
