3 The States United Olive Branch Petition: o Written after Lexington and Concord and Bunker Hill o Appeal to the King to stop conflict o Rejected by KG3 o ***Most Americans in 1775 wanted to go back to salutary neglect. They did NOT want independence*** British recruitments to fight Americans: o Native Americans o Southern slaves o Hessians Common Sense – T-Paine o January 1776, aimed at Americans that were “on the fence” o Urged Americans to break away from England 2 nd Continental Congress: o Urged trading with all countries but England o July, 1776: Declaration of Independence

5 The Creation of State Governments Republicanism: o All power comes from the people Equality for all? o No o Slavery still existed o Women had few rights State Constitutions: o Governor s could not hold seats in legislatures o Property requirements for voting Religious Toleration: o Statute of Religious Freedom Slavery: o Outlawed in northern states o Persisted in border and southern states

6 The Search For A National Government The Articles: o Very strong legislative branch Powers under the Articles: o Conduct foreign relations o Borrow $ Powers not given under the Articles o Could not regulate trade o Could not collect taxes Problems with Articles: o 13 states required approval to amend the Articles o Representation was = for each state

Foreign Policy Problems: o Britain did not follow Treaty of Paris of 1783 Land Ordinance of 1785: o Congress could survey and selling western lands o 36 sections: sale from one section went towards public schools Northwest Land Ordinance of 1787: o Once a territory reached 60,000 people, it could apply for statehood o Slavery was banned in NW territory Treaty of Greenville: o Treaty with Native Americans, many moved out of Ohio and Indiana territories

8 The Search For A National Government Cont. Postwar Depression: 1784 – 1787 o Country is in debt – Articles can’t enforce taxation Farmers: o Many were in debt, favored increasing the money supply o Farmers vs. wealthy Shays’ Rebellion: o Former Rev. War vet o Called for: Paper $ Tax relief Elimination of imprisonment for debt End of foreclosures o Significance: SHOWED that the Articles were weak More people advocated a stronger central government

9 Past Essay Topics Analyze the political, diplomatic, and military reasons for the United States victory in the Revolutionary War. Confine your answer to the period 1775–1783 Analyze how the ideas and experiences of the revolutionary era influenced the principles embodied in the Articles of Confederation. Evaluate the extent to which the Articles of Confederation were effective in solving the problems that confronted the new nation
