6 Rate Study conducted by Burton & Associates Revenue Sufficiency Analysis – an analysis was conducted to evaluate the adequacy of projected water and wastewater rate revenues respectively to fund all of each system’s cost requirements over a ten-year period from FY 2006 through FY 2015. Burton & Associates recommended that the water rates be increased annually by 5% and the sewer be increased annually based on the Consumer Price Index (CPI) for the Southeast. The City adopted Burton’s recommendations in 2008 under Resolution 2008-239R for water, Resolution 2008-240R for sewer and Resolution 2008-241R for reclaim.

10 Side by Side Bill Comparison St. Cloud UtilitiesOUC * This is an example of a St. Cloud Utilities Bill (SCU) vs. a OUC Bill. The City Utility Tax charge is billed on the OUC Electric bill. The difference on the bill of $3.04 is due to the rate increase that went into effect January 1 st of 2014. Please note that OUC billed the sewer base charge and sewer consumption charges together as one line item, where SCU bills them as separate line items.

15 Tiered Rates for Water & Irrigation Tiered rates are designed to reward customers who use less water by charging the lower rates for water used in the lower tiers. Customers will see a lower tiered rate for potable water used within their home as it is a necessity. Customer will see a higher tiered rate for potable water used for irrigation purposes as it is considered more of an option or luxury. Tiered rates are commonly used by water providers all over the country to promote water conservation.

25 Cross Connections “Cross Connection” means any physical arrangement whereby a public water supply is connected, directly or indirectly, with any other water supply system, sewer, drain, conduit, pool, storage reservoir, plumbing fixture, or other device which contains or may contain contaminated water, sewage, or other waste, or liquid of unknown or unsafe quality which may be capable of imparting contamination to the public water supply as the result of backflow

28 What is Backflow The term “backflow” means the undesirable reversal of flow of water or mixtures of water and other liquids, gasses or other substances into the distribution pipes of the potable supply of water from any source or sources. There are several types of “backflow Prevention Devices” used by the COSC. These are: Double Check Valve Double Detector Check valve Pressure Vacuum Breaker Reduced Pressure Principle

31 Who Decides The need of a device at a residential or commercial site is based on the presence of a “potential hazard” (cross connection) as determined by Lines Division Staff

32 Commercial Maintained by Lines Division, Systems Control Use a Tokay database Requires annual inspection at commercial establishments needing backflow devices at their expense using a third party certified tester Must comply or be disconnected
