5 Are current U.S. higher education institutions’ policies and recognition practices pertaining to credentials, length of study, programs, assessment of quality of prior study and life experiences, and recognition of online offerings (e.g. MOOCS) evolving to meet the challenges posed by a global and technologically changing higher education landscape? Are U.S. institutions being flexible enough? Are they being too flexible? Is quality assurance and equity in admissions consideration at risk? 5 DEGREES, CREDENTIALS, PRIOR STUDY

6 Attracting international students is a very high priority for many U.S. institutions. However, it is currently a globally competitive environment for students and a fiscally volatile U.S. time. Are institutions engaging in questionable behaviors, particularly in the areas of international student marketing and recruiting, admission practices, and differential pricing?
