8 The European Regional Information Society Association “East-Central Europe’s City Governments -- Managing IT Opportunities: New Approaches to Designing and Structuring E-Government Initiatives" Vilnius, 24 Nov 2003 «Devolved Programmes managed by the Member States but accountable to the Commission for the Funds. «6-year programmes made up of National Operational Programmes (NOPs) and Regional Operational Programmes (ROPs). «NOPs tend to be thematic (e.g. transport) or cross-cutting (e.g. information society) – usually managed by a government ministry. «Programmes negotiated in advance with the Commission through Community Support Framework and Single Programme Documents (SPDs). «SPDs present strategic priorities based on a priori evaluation and a sound analysis. Programme Complements (PCs) provide details of budget allocations, indicators and targets. «Each programme is the responsibility of a Managing Authority whose members reflect a broad partnership of relevant stakeholders. 10 The European Regional Information Society Association “East-Central Europe’s City Governments -- Managing IT Opportunities: New Approaches to Designing and Structuring E-Government Initiatives" Vilnius, 24 Nov 2003 «The ability of city and other municipal administrations to access SF support for modernising their administrations, and providing eServices to citizens and enterprises, depends on the existence of appropriate priorities, measures and sub-measures in the SPD. «Projects in Objective 1 regions can claim up to a maximum of 75% of project funding – the remainder having to come from other sources (regional and/or national, public and/or private). «Beneficiaries of the programme (i.e. those organisations which can apply individually or as part of a consortium) are usually defined in the SPD or PC. «It is unusual for the private sector to be able to apply directly for funds. Many projects are therefore applied for by a public agency on behalf of a public- private partnership. 29 The European Regional Information Society Association “East-Central Europe’s City Governments -- Managing IT Opportunities: New Approaches to Designing and Structuring E-Government Initiatives" Vilnius, 24 Nov 2003 “East-Central Europe’s City Governments -- Managing IT Opportunities: New Approaches to Designing and Structuring E-Government Initiatives" Vilnius, 24 Nov 2003 «The THEMIS Evaluation study estimated that 7.36% of ERDF had been ‘ear- marked’ by Regional and National programme managers for information society investments, 2000 – 06 (based on SPDs, ROPs, NOPs and PCs) «This translates into an investment of about €16 billion of European funds. «A rough estimate of total IS investment, allowing for regional and national co- finance, is €24 billion. «An even cruder estimate suggests that total ePublic-services investment through the SF in the EU-15 may amount to as much as €6.5 billion. «Even this may be an underestimate since the study investigated investment plans, most of which were developed in 1999. Since then, eGovernment has risen sharply up the agenda as a European, national and regional priority. Use of Structural Funds’ Programmes for Information Society investment
