4 Federalists vs… The Federalists were supporters of the new Constitution and favored a strong national government Alexander Hamilton, James Madison and John Jay published the Federalist Papers in support of the new Constitution They also argued that the central government should create and enforce the laws it created

5 …Antifederalists The Antifederalists were opponents of the new Constitution. George Mason and Patrick Henry did agree that the Articles of Confederation were weak and argued over the following: The central government was too strong compared to the states’ There was no Bill of Rights Patrick Henry said that if a President could be reelected, “Your President may easily become a King”

6 The Debate The debate between Federalists and Antifederalists heated up as states held their ratification conventions 9 states were necessary in order to get the Constitution ratified

7 The Outcome There were 8 states that ratified the constitution by the time the convention hit Virginia in June While the debate continued, New Hampshire became the last to vote to ratify it in June 21, 1788. Once the ninth state ratified the constitution, George Washington was elected President, with John Adams as Vice President

8 The Bill of Rights Due to high demand from the states, the new Congress made and added the Bill of Rights to the Constitution The framers provided a way to amend the Constitution to make it flexible enough to change The first Amendments are known as the Bill of Rights which are aimed to protect the people against abuses by the federal government

9 Cause & Effect : Bill of Rights
Cause : In 1774, the British Parliament passes an act that forces American colonists to house British troops in their homes Effect : Bill of Rights, Third Amendment “No soldier shall, in time of peace, be quartered in any house without the consent of the owner; nor in time of war, but in a manner to be prescribed by law” What right does the 3rd Amendment protect? What was one cause of the 3rd Amendment? Were the actions in the Cause used for a short or long period of time? Explain. How did the colonists’ experiences under British rule influence their decision to change the Constitution? 8
