“ Global Safety Management: Revolution or Evolution?” Aircraft Certification

Summaries, Conclusions, and Action Items 2 Major Discussion Points -VLJs Very Light Jet Certification/Validation update –Current 23 Regulations/Specifications not adequate –FAA Applying 23 Jet Special Conditions per Part 23 categories – EASA establishing list of High Performance Airplane CRIs –Generic VIs and Std Differences established for FAA and in development for EASA (potential list of 69 generic CRIs)

Summaries, Conclusions, and Action Items 3 Major Discussion Points Very Light Jet Certification/Validation update –FAA has 9 Active VLJ projects with 6 firms seeking EASA Validation (2 projects have been suspended) –EASA has one jet program seeking FAA Validation –EASA and FAA working together and developing a similar technical approach for certification

Summaries, Conclusions, and Action Items 4 Reaction from the Floor Very Light Jet Certification/Validation update Interest in finalizing EASA CRIs Expected EASA rulemaking around CRIs FAA’s approach on rulemaking (Weight and Number of Pax vs Performance based) Lessons learned as a result of early coordination delays between authorities

Summaries, Conclusions, and Action Items 5 Major Discussion Points - UAS Unmanned Aircraft Systems – FAA Status –Focus on small aircraft due to demand and recognition of not having a model aircraft rule– initiated ARC, established rulemaking teams and expect Final Rule on 2010/2011 –Released Interim Operational Approval Guidance and Order 8130.34 Airworthiness Certification of Unmanned Aircraft Systems –Working with RTCA to develop Avionics Standards Harmonizing with EUROCAE WG-73

Summaries, Conclusions, and Action Items 6 Major Discussion Points Unmanned Aircraft Systems -- EASA Status –Issued A-NPA for Policy for UAV System Certification soliciting comments in 2005 closed 2006 (available on EASA website) –Comment Response Document issued in 07 and closed February 2008. Policy to be issued this summer –Coordinating with various agencies, organizations and authorities Held workshop in January for the purpose of sharing information Specific collaborative actions between EASA and FAA are underway. –Not a Race – Its About Safety!

Summaries, Conclusions, and Action Items 7 Reaction from the Floor Unmanned Aircraft Systems –EASA and FAA need to coordinate with military and defense organizations. Both FAA and EASA have partnered with these organizations. –Rationale for EASA minimum weight limit of 150 Kg- who has responsibility for lower weight UASs in Europe. –UASs deconflict with piloted aircraft
