3. What Is LEADS 2000?
LEADS 2000 is an initiative by the Illinois State Police to upgrade the existing Law Enforcement Agencies Data System, which is over 30 years old.
LEADS currently serves approximately 1,000 Criminal Justice agencies statewide.

6. What Does LEADS 2000 Do?
Provides essential infrastructure upgrades to the Illinois Criminal Justice Community’s information-sharing and communication network.

7. What Does LEADS 2000 Do?
Enables the implementation of a Statewide Integrated Criminal Justice System which links criminal justice agencies to create a virtual criminal justice information system.

8. What Does LEADS 2000 Do?
Provides for enhanced system security.

9. What’s included in Phase 1?
The user interface has been updated and made more user-friendly.
The LEADS 2000 Receiver Program where all incoming communications will be received.

10. What’s included in Phase 1?
A Registry which will contain up to date information about all agencies and users in the LEADS 2000 community.
An electronic version of the LEADS Reference Manual which can be easily accessed from any LEADS 2000 PC.

Help utilities will serve as a valuable resource to assist with troubleshooting.
Enhanced security and auditing procedures through the introduction of User ID/Password Authentication.

12. TCP/IP Frame Relay Network
The LEADS 2000 mainframe web server will be accessed via CMS’s Frame Relay Network utilizing TCP/IP.

13. Your agency may access the CMS frame relay network in the following ways:
Direct frame connection between your LAN/WAN and the state frame relay network purchased from CMS; or
Access via the Cook County frame relay network; or
Access via the Illinois Criminal Justice Information Authority’s frame relay network: or
Access via any county-wide or regional frame relay networks which have connectivity to the CMS frame relay network

14. TCP/IP Frame Relay Network
Installation of the CMS frame connection takes a “minimum” of 45 days from the date the frame relay circuit order is received.

16. Frame Relay Network
ISP recommends that agencies maintain their bisynchronous circuit for a minimum of 30 days after the frame relay circuit is installed.
Agencies must closely monitor their bisynchronous disconnect order to ensure over billing does not occur.

17. Interface Agency Assumptions
LEADS interface agencies (those agencies who maintain their own host computer – usually a CAD interface – and provide LEADS access to multiple workstations, often multiple agencies, via their host computer) will likely begin enterprise utilization of the new LEADS web browser client.

18. Interface Agency Assumptions
Most interface agencies will discontinue the practice of replicating all of the LEADS screens within their CAD.
Instead, interface agencies will limit the development of LEADS screens to only the “enforcement critical transactions” (e.g., license, VIN, person, DLN, etc.). These transactions are commonly associated with a traffic stop and there is value added in logging these transactions within CAD.

19. LEADS 2000 Formats ALL transactions have been converted to formats.
Many features have been added to make the formats more user-friendly.

24. LEADS 2000 Formats
The method in which formats are accessed has been improved.
Formats are now accessed through web navigation rather than through memorization of form names.

25. LEADS 2000 Formats
The navigation system has been designed to be easy to learn.
Formats are arranged based on their function (Inquiry, Maintenance, and Messaging).
The user can quickly access the Traffic Stop Format (formerly called the FQ format) with one mouse click from anywhere on the LEADS 2000 Web Site.

27. The Receiver Program
The LEADS 2000 Receiver Program provides graphical response management.
The Receiver Program has been designed to enhance the user’s ability to view, group, and store incoming messages.

28. Receiver Program
Every workstation/device using the new LEADS 2000 receiver program will require a new CDC to be assigned.
When the receiver program is launched, a CDC will be automatically associated by LEADS 2000.

30. The Receiver Program
Each request will be assigned a unique identifier called a TNS (transaction control) number which will aid in message grouping.
Messages will remain on the PC for a period of time specified by the user (default=30 days; maximum 365 days), allowing for local storage and access of messages.

31. The Receiver Program
Responses can be copied from the Receiver Program and pasted into other Windows applications.
The Receiver Program also allows several custom printing options.

32. The Receiver Program
The Receiver Program can be run on any PC that meets ISP’s minimum PC Specifications and that is connected to the CMS Frame Relay Network.
Agencies will have the ability to access LEADS from any PC located on their LAN/WAN.

33. The Receiver Program
The Receiver Program will automatically install itself to your PC when you visit the LEADS 2000 Intranet Web Site and click download.
The Receiver Program will be installed on the “C” drive of your pc under the “PROGRAM FILES” directory.
Under normal circumstances, the Receiver Program will run continuously.

However, the Receiver Program can be started and stopped by the user if necessary.
Service to a PC no longer has to be started by a phone call to ISP staff.

36. The Registry
An integral part of LEADS 2000 is the LEADS 2000 Registry.
The Registry contains information about the agencies, users and devices that access LEADS 2000.

37. The Registry
The Registry will serve as the definitive source of information about agencies and users accessing LEADS through LEADS 2000.
Updating agency information in the Registry will be the responsibility of each agency’s LEADS Agency Coordinator (LAC).

38. The Registry
The LAC will enter and maintain records for all of his or her agency’s users as well as performing maintenance tasks such as resetting user password.
Each LAC should designate two delegates (recommended one on each shift) who will be authorized to reset passwords.
More than two delegates may be authorized by the LEADS Administrator upon request.

43. LEADS 2000 Security
LEADS 2000 adds new levels of security to LEADS access.
Through the Registry, users will be assigned a User ID and a password.
New password policy has been included in the new LEADS Security policy which may be found on the LEADS 2000 internet informational web site

44. LEADS 2000 Security
In order to access LEADS 2000, users will be required to log on using their user ID and password.
Users will be granted access to the LEADS transactions for which they are certified (LTFA or FA).

45. Electronic LEADS Manual
The existing LEADS Reference Manual is now available in electronic format.
It has undergone a series of edits to update the content for LEADS 2000.

Existing legacy Help files have been integrated into appropriate areas within the Electronic LEADS Manual.
The Electronic LEADS Manual is now accessible through the LEADS 2000 Web Client.

52. Transitioning to LEADS 2000
2) Apply for a Frame Relay Circuit using the Frame Relay Circuit Request Form
Determine the line speed (56k/T1) needed for your agency’s communications on the Frame Relay Network.
LiveScan agencies should use a T1 circuit.
Determine required C.I.R. (committed information rate). Default is 19.2Kbps.
Decide where to locate the Frame Circuit.

53. Transitioning to LEADS 2000
3) If you wish to use more than one PC to access LEADS 2000:
Determine the network topography which will meet your needs.
Determine Firewall requirements, if any.
A firewall is required if you have internet access from your LAN/WAN.
An optional firewall may be installed between your network and the CMS frame relay network if you desire additional protection.
Establish the necessary LAN/WAN to provide your agency with the flexibility that you require.

54. Transitioning to LEADS 2000
All PC’s on LEADS 2000 must have visibility to the CMS Frame Relay Circuit.
Each PC using the LEADS 2000 Web Client will require its own CDC.

4) Determine agency personnel who will be able to access LEADS 2000.
A SID number issued by B of I is required for LEADS 2000 access.

Conduct state and federal fingerprint background checks of all potential users through the ISP Bureau of Identification.

6) Visit the LEADS 2000 Internet Web Site at:
The forms are protected by a user ID and password.
To access the forms, enter leads2000 in the user ID field and leadsreg for the password (must be lower case).

7) Select the LEADS 2000 Application forms link.
This will open your Adobe Acrobat Reader and display the LEADS 2000 Application Forms on the screen.
Print the forms out.
Review the material contained in this packet and go through the checklist to be sure that your agency is ready to transition.

62. Transitioning to LEADS 2000
No applications will be processed prior to April 1, 2001.
There is a 30-day internal processing period from the date of receipt.
Frame Relay Circuit Requests normally take a minimum of days to process and install the circuit.

63. Transitioning to LEADS 2000
ISP will respond to your application with a packet which will contain the following:
Instructions for accessing LEADS 2000
Receiver Program loading instructions
CDC and Receiver Program device id assignment
Logon instructions
LEADS Agency Coordinator Userid
Your agency’s activation date

64. Transitioning to LEADS 2000
A List of your agency’s new CDCs/ORI and the Device ID Number which corresponds to each device.
The Web Address where the LAC will be able to access the Receiver Program for download.

You will not be able to access LEADS 2000 until your agency has established visibility to the Frame Relay connectivity.

Once you have received your packet from ISP and established Frame Relay Network connectivity, the LAC must use Internet Explorer to visit the LEADS 2000 Intranet Web Site.
Click on “Install the Receiver Program”

67. Transitioning to LEADS 2000
The Receiver Program will automatically download, install itself to your PC and ask for information.
Enter the information provided in your packet.
You are now connected to LEADS 2000.

68. Transitioning to LEADS 2000
The Receiver Program is now capable of receiving incoming messages from LEADS.
The LAC will need to repeat this process at each PC which will access LEADS 2000, entering the appropriate Device ID for each PC.

69. Transitioning to LEADS 2000
Once the Receiver Program has been installed on the PC, use Internet Explorer to go to LEADS 2000 Log On screen using the URL/address provided in the packet.
When the Log On screen is reached, the LAC must call the LEADS 2000 Hotline to have his or her account activated.

70. Transitioning to LEADS 2000
LEADS 2000 Hotline Personnel will activate the LAC account and provide a temporary password which is good for one use.
As you are logging on be sure to create a new password and type it into both the new password and confirm password fields.

71. Managing Your Agency
The LEADS Agency Coordinator will be responsible for:
Entering all agency users in the Registry.
Maintaining the information in the Registry which relates to the Agency or its users.
Re-setting user passwords.
NOTE: ISP will not be responsible for resetting user passwords.
Acting as first line support for agency users.
