3 What is WIGOS? A framework for integrating WMO observing systems and the contributions of WMO to co- sponsored observing systems; A WMO priority Together with WIS, a key enabler to help Members deliver all other WMO priorities (GFCS, DRR, etc) It is about changing the way we plan, operate and deliver observations to meet user needs, to enable more efficient and effective service delivery. It is about working together, within WMO and with partners at global, regional & national levels. The change management process can allow stakeholders to buy into WIGOS concept and its implementation

4 WIGOS Framework At its simplest, the WIGOS framework is about:
Documenting and implementing standard and recommended practices and procedures in making and sharing observations, Coordination and collaboration for efficiency and effectiveness, Integration and interoperability in all senses, Timely delivery of observations that meet user needs in a way they can use them, Empowering NMHSs and contributors & users of observations

Global Observing System (WWW/GOS) Observing component of Global Atmospheric Watch (GAW) WMO Hydrological Observations (including WHYCOS) Observing component of Global Cryosphere Watch (GCW) Including Surface-based and space-based components WMO, co-sponsors and partners 5

6 Why do we need WIGOS? The mandate of modern NMHSs is much broader now than when WWW & GOS were created and the demand for more comprehensive observations increasing, including: Climate monitoring, climate change, mitigation Air quality, atmospheric composition from urban to planetary scales Ocean monitoring and prediction Cryosphere Water resource management Harnessing advances (scientific and technical): New observing technologies Telecommunications Numerical modeling and data assimilation Increased user demand to access and use observations in decision making

8 Implementation of WIGOS
Cg-XVI (2011): WIGOS shall be implemented in the current financial period ICG-WIGOS Interpretation: The following elements of the WIGOS Framework must be implemented by Cg-XVII in 2015: WIGOS Regulatory Material (Phase I) WIGOS Metadata Standards WIGOS Information Resource (WIR) Initial Regional WIGOS Implementation Plans (R- WIPS) WIGOS Operation-ready by 2016 (slide from ICG-WIGOS-3) So how did we do?

Cg-XVI (2011): WIGOS shall be implemented in the current financial period ICG-WIGOS Interpretation: The following elements of the WIGOS Framework must be implemented by Cg-XVII in 2015: WIGOS Regulatory Material (Phase I) (OK) WIGOS Metadata Standards (OK) WIGOS Information Resource (WIR) (Partly) Initial Regional WIGOS Implementation Plans (R-WIPS) (OK) WIGOS Operation-ready by 2016 (Depends on definition)

10 Work since ICG-WIGOS-3; Task Teams
All ICG-WIGOS Task Team Chairs will provide more detailed reports on their activities TT-WRM has successfully completed its work for this phase; WIGOS part of the WMO Technical Regulations and Manual on WIGOS ready for submission to Cg-XVII TT-WMD met twice (May 2014, December 2014) and has had many Webex Sessions; very large task due to diversity of disciplines supported by WIGOS TT-WQM met in April 2014, WIGOS Data Quality Monitoring Workshop in December 2014; seeds planted for WIGOS Data Quality Monitoring System (WDQMS) WMO

WIGOS Information Resource (separate presentation later in the meeting) Portal; not yet developed; requirements still being discussed SORT (Standards of Observations Reference Tool); not yet developed; draft specifications are available OSCAR (Observing System Capabilities and Review Tool) OSCAR/Requirements; “operational”; run by WMO Secretariat OSCAR/Space; still evolving; “operational”, run by WMO Secretariat OSCAR/Surface; in development (led by MeteoSwiss); prototype mode available by Cg-XVII Gap Analysis Module; in development; status will be reported during this meeting WMO

All Regional WIGOS framework Implementation Plans have now been approved! RA II, IV, VI Plans were already approved by ICG-WIGOS-3 RA III, V approved in 2014 RA I approved in February 2015 Some (inevitable) awkwardness in the timing: In principle, R-WIPs should translate decision on WIGOS Implementation made by Cg-XVI into implementation tasks for the period. However, three of the plans were approved late in the period, in some cases after completion of some the tasks Some tasks listed reach beyond 2015 WMO

Plan for WIGOS Pre-operational Phase (PWPP) Developed concept and approach to PWPP, including role of WIGOS Regional Centres Ad hoc Task Team on PWPP met in Asuncion, Paraguay after CBS-Ext.14 Discuss under Agenda Item 9 WIGOS Data Guidance CBS-Ext.14 considerations Ad hoc Task Team scoped 'data' issues and developed discussion paper Technical Commissions perspectives captured Discuss under Agenda Item 6 WMO

Review all the work completed since ICG-WIGOS-3 Discuss new concepts and issues Data policy/data framework WMO Regional Centres Priorities for WIGOS Pre-operational Phase Future of ICG-WIGOS Prepare for Cg-XVII Finalise documents for Congress, including resolutions Side events Plans for WIGOS Pre-Operational Phase ( ) Communications
