Collaboration with WMO and co-sponsored observing systems Identify and engage potential partners for data collection at regional level, clarifying areas of collaboration and governance mechanisms Encourage Member countries to identify and engage potential partners for data collection at national level, clarifying areas of collaboration and governance mechanisms Develop mechanisms for integration with RA IV related with observing systems WIGOS IMPLEMENTATION ACTIVITIES 1. Management of WIGOS Implementation Plan in RA III Develop and keep updated R-WIP-RA III Report implementation progress to RA III MG WMO Regional Association III

6 3.Design, planning and optimized evolution of WIGOS and its regional, sub-regional and national observing components Update inventory of national networks, identifying current status and possibilities for regional and international Exchange Development of consulting mechanisms for the definition of user requirements related to the 12 WIGOS application areas, using the tools (RRR) available in the WMO Website. Identify the information gaps taking into account the user needs and design an optimized regional network Keep the current table and update the regional satellite information requirements Develop an implementation plan for a regional radar network taking into account the experience acquired in RA IV. Integrated Quality Management Assess and document the current status of calibration of meteorological instruments Keep current level of calibration and progressively obtain traceability to International Standards When implementing calibration laboratories, strive to implement quality management systems based on ISO/IEC 17025. Integrated Observing System Operation and Maintenance Exchange of expertise between Members of the Region concerning best practices of operation and maintenance of observation systems. The WIGOS Information Resource Encourage Members to make available updated metadata to the WMO Secretariat WIGOS Information Resource and ensure continuous maintenance WIGOS IMPLEMENTATION ACTIVITIES (CONT.) 8. Data discovery, Accessibility and Retrieval Encourage member countries to exchange data through WIS, including NMHSs and other organizations 6. Standardization, System Interoperability and Data Compatibility Conclude the migration from TAC to TDCF according to CBS requirements Encourage countries to make available metadata from observing station network, taking into account the standards to be developed by ICG-WIGOS WMO Regional Association III

Capacity development Coordinate activities and training in the areas encompassing WIGOS/WIS Training in methods of Quality Control, calibration and traceability of meteorological instruments Coordinate the training activities concerning the use of satellite data and products, especially from the new generations (geostationary and polar) WIGOS IMPLEMENTATION ACTIVITIES (CONT.) Communication and Outreach Contribute to the promotion of WIGOS through the creation of the RA III Website and also increase WIGOS visibility through: - Visible link in the Website of each NMHS of the Region - Promotion material prepared by the WIGOS Project Office - Promotion material prepared in the Region with support of the WIGOS Project Office Contribute to the promotion of WIGOS/WIS through a Seminar for all members of the Region Hold national meetings for the identification of potential partners. 12 PROPOSAL FOR R-WIPs (No Radio Frequency Spectrum >>>>> No Observations!!!) Availability of Radio Frequency Spectrum for Meteorology, Climatology and Earth Observation, for both Operations and Research, under threat The proposal is to include Radio Frequency Coordination Activities into the WIGOS Regional Plans to: > Increase visibility of this complex issue at regional and national levels > Engage NMHSs to: - Register their frequencies - Strengthen relationship with national telecommunication authorities advocating importance of availability of adequate spectrum for saving lives and properties WMO Regional Association III

15 CONCLUSIONS Execution of R-WIPs will not happen expontaneously, requiring significant national and regional efforts Members are still confuse with overall concept and not fully appreciating benefits National champions absolutely needed RAs need to best identify areas of common interests, with focus on key issues and concrete proposals Improved liaison of RAs and CBS experts
