66 “The Process” Focus on the Criteria
W. Shannon Black Manager, Business Practices and Standards Processes April 22, 2009 66

67 Process for Developing and Approving WECC Standards
Definitions “Standard” “In the context of this document, the term Standard refers to a Reliability Standard or a commercial Business Practice.” Commercial Business practices are treated the same as a Criterion Ramification Drafting a criterion looks just like a drafting a standard Criterion are expected to be followed 67

68 Measures and Compliance
Criterion (Step 11 of the Process) “As of the effective date of such new or modified Standard, all industry participants in the Western Interconnection that such Standard is applicable to are expected to implement and abide by the Standard.” Without a measure how do we know? Compliance is being debated Not Raising the Bar Reminding WECC where the bar lies 68 68

69 Representation It’s Your Process – Use it!
Input into Standing Committee assignment Participate drafting / all are welcome Comment / Suggest remedies Be part of the answer Vote on the final product Submit comments again at the Standing Committee APPEAL! 69

70 Step 1 – Request To Revise or Develop a Standard
Must be “Complete” Are all the applicable blanks filled in? Is the issue clear to the uninitiated? Do the Applicable Entities have a corresponding Requirement? Extrinsic documents included? Is the goal of the work product clearly stated? If you personally cannot answer the questions, use a task force or work group 70

71 Step 1 – Request To Revise or Develop a Standard
Benchmark If you submitted the Request to NERC – what would be the result? Submitted to the “standards” address No other authorized medium for submission The Request defines the “drafting” scope of drafter’s authority Different from scope of the criterion 71

72 Scope Must be in “Scope” Mission
Does it support reliability of Western Interconnection? Does it support efficient competitive power markets? Does it support open and non-discriminatory transmission access among WECC members 72

73 Scope Mandates Magnitude
Does it violate any known NERC Reliability Standards? Does it violate any article of the WECC By-Laws? Does it violate any known existing regulatory mandate? (E.g. state or local laws and regulations) Magnitude Does this affect WECC only? Do we have authority to do it? Contravene or modify NERC or other mandates? 73

74 Step 2 – Request Validation and Routing
Assigned by SRRC to Standing Committee Input from the industry is requested and considered Drafting team vs. standing committee subgroup Announcements made to state the choice 74

75 Step 3 – Subgroup Begins Drafting Phase and Announces on WECC Web Site
Structure / Use the Templates Requirements Identify the Applicable Party Must use the Functional Model Identify the specific task Perhaps specify when, where and how Tasks must be in mandatory language / not subjective Measures Mirror the requirements / Some evidence Compliance Under debate 75

76 Steps 4 and 5: Draft and Deliberate
Step 4 – Posted for Comment First posting is 45-days – all others 30-days Step 5 – Deliberates on Comments Each and every comment must be answered A clear question evokes a clear answer Ask a friend “Do you understand my question?” Suggest a remedy Otherwise…the answer may create other issues you has not considered Use your peers 76

77 Step 6 – Subgroup Submits Draft for Standing Committee/Interested Stakeholder
Vote to bring to ballot Only a majority vote of the drafting team is required No quorum is stated “Must be present to win.” 77

78 Step 7 – Standing Committee Vote on Recommendation to Board
Vote to accept as drafted Remember your WECC role – for the Interconnection Check your philosophies Is you vote based on your own agenda or the best interests of the Interconnection? 78

79 Close it Out / For another Day
Step 8 – Appeals Process Step 9 – Board Approval Step 10 – ERO Review, FERC Approval and Implementation of Reliability Standards 79

80 Questions 80

81 Pre-schedule Process Regional Criteria Update 0840
Tice

82 Background Pre-schedule Process
MIS submitted Regional Criteria request. The Objectives: Codify the pre-schedule process. To the fullest extent practical, pre-scheduling should occur the day before the flow day. Establish a pre-schedule process that aligns, as close as possible, electric and gas trading days. Develop and document pre-schedule process definitions and descriptions. MIC assigned to develop Regional Criteria Due process and broad WECC membership approval. NERC holidays “special days”

83 Drafting Team Activities
Draft criterion includes: Definitions. Requirement to preschedule. Submission deadline; exception for CISO delays. Weekend, holiday and new month exceptions. Rules for determining advanced pre-schedule days. WECC creates pre-schedule calendar. 83 83

84 Drafting Team Schedule
Target is to post for comment in late April An initial draft of criterion. Drafting team questions to the industry. Comments from MIS and MIC important. Criteria to MIC for approval at October 2009 meeting possible. 84 84

85 Drafting Team Schedule
Future Drafting Team conference calls. April 23rd - 11 AM-1PM MPT. May 4th - 11 AM-1PM MPT. May 18th - 11 AM-1PM MPT. June 3rd - 11 AM-1PM MPT. Posted on WECC web site. 85 85

87 Discussion & Questions.
Pre-schedule Process Discussion & Questions.

88 MIS Charter Acceptance 0900 Tice

89 Amended MIS Charter Motion:
The MIS accepts the Charter as presented to the Subcommittee at its April 21, 2009 meeting. The MIS chair is instructed to present the Charter to the MIC for approval at its next meeting.

90 Discussion of VGS Marketing Work Group Work Plan
0915 Tice

91 VGS Organization VGS formed by Joint Guidance Committee.
Vehicle to coordinate work by Committees and Subcommittees on VG. Develop recommendations for reliable and cost effective methods of integrating VG. Four Work Groups. Operating. Planning. Marketing. Technology.

92 VGS Identified Issues Ensure the VGS is aware of and participates in relevant NERC and NAESB activities Energy delivery capacity, and generation scheduling of VG resources Effects of a REC market on VG placements, energy marketing, and system reliability. Ancillary service requirements, and new and/or enhanced delivery mechanisms

93 Work Group Collaboration

94 Marketing WG Activities
Follow and report on NAESB activities Investigate transmission capacity assignment for VG resources Investigate firm scheduling of VG resources Evaluate the impacts of REC markets Determine ancillary service requirements and Investigate new approaches to address how ancillary services will be supplied for VGVGS formed by Joint Guidance Committee. Due process and broad WECC membership approval. NERC holidays “special days”

95 Marketing WG Activities
Follow pertinent NAESB Activities. Initial thoughts? NAESBWG liaison What topics of interest to MWG Demand side management Real time NAESB activities. NAESBWG assemble list of possible items of interest to MWG.

96 Marketing WG Activities
Determine how VG resources on a transmission network be assigned transmission capacity when their output is variable? Collaborate with PWG, OWG, & MIC. Initial thoughts? EPC for capacity tag for VG. Explore capacity tags for other than CR. Is this from perspective of TC or TP. Competition between types of VG resources..

97 Marketing WG Activities
Determine what portion of VG resources should be counted as firm? Create a reporting standard and come up with a number. Collaborate with MIC. Initial thoughts? Does this really mean capacity? What does firm mean to this WG? What is the mix of the VG resources? Market vs planning, which perspective here? Nameplate vs usable? Reporting to who and for what?

98 Marketing WG Activities
Determine how a robust REC market affect VG placement, energy marketing, and system reliability? Collaborate with OWG, & MIC. Initial thoughts? Federal requirement vs state and reporting? Explore how REC market will effect negative energy pricing.. Identify how REC may affect or influence markets and operations.

99 Marketing WG Activities
How will regulation, load following, and balancing requirements (Ancillary Services) change and how will they be supplied and delivered for variable generation integration? Collaborate with OWG, & MIC. Initial thoughts? DSS help with AS; stay coordinated JI efforts. Does the WG anticipate new AS? If so what? AS delivered to meet load not to VG. At what point can CR be called for VG? Will there be standards for response or voluntary? Will BA look for other ways to obtain negative capacity? AS provided by market rather than BA? More robust inc/dec market.

100 Marketing WG Activities
MIS comments to MWG.

101 Break 1000

102 ISAS Liaison Update Report to the MIS Update 1020
Sullivan

103 BPWG Create a SAR to require the R/C to approve/deny tags instead of just the sink BA. Assign BPWG with the task of creating a tag that can be faxed or ed. Establish whether e-tag approval can be done by phone. NEW Term: WIAB WECC Interchange Authority Back-up Group.

104 RTWG Support for SAR request for intra hour scheduling?
Each provider will have to decide for themselves. JIU will discuss with the FERC in May. It was suggested that the group needed to use peer pressure to pass intra hour scheduling. Where s the MIS going to go with this issue? Are they going to put out a SAR for intra hour schedule?

105 INT-BPS-007-0 Modification Request of INT-BPS-007-0
Intend to resubmit the SAR and capitalize the word Emergency. Relate to the NERC term for Emergency. Resubmit this BPS and resubmit SAR from a year ago. Support for SAR request for intra hour scheduling?

106 JISWG Update Shared working group for NERC and NAESB.
Version of eTag is a clean up of picky items, definition changes with no apparent functionality changes to the user specifications. Changes to support a 25 hour day. CISDT will also require changes to etag. Modified cancellation definition.

107 JISWG Update Industry registry: Current registry is the NERC TSIN.
EIR will add adjacency data and PKI certification data. Easier to use and NAESB is NAESB new caretaker;to issue RFP for EIR. Public key infrastructure (PKI) provides business certainty and secure communications. It is dependent on EIR implementation and the NAESB certification committee. Consult with your vendor. Change from your url from "http" to "https" in the NERC TSIN registry.

108 JISWG Update NAESB CI BP standards are the commercial NAESB interactions between PSE's and PSE's and PSE's and Reliability Entities. NERC Interchange standards will have stay in step with NAESB as the CISDT changes them.

109 Dynamic Scheduling Systems
The DSS allows participants to take advantage of load and resource diversity. Ability to implement dynamic schedules between BA's. Populated with data from confirmed Dynamic-type tags E tags will be coded using the "misc." field to correctly distribute requests. Currently you can curtail dynamic schedules and nothing happens it takes operator intervention with this DSS will take curtailment actions. Quantities will be reflected in the WIT and integrate after the hour and adjust tag for the previous hour. RFP May 12, 2009; Contract award 6/30/09;Implementation Q1 2010 BA to BA DSS only; will not currently support pseudo-tie.

110 Questions.
