1 „MY GREEN HILL“ – STRATEGY OF LUXURIUS HOUSING
Today when the entire world is discussing a lack of energy and pollution. What does the luxury housing mean in the 21st century? Is that the "golden pipes", smart houses, etc, or is that the living in harmony with nature and adjustment of housing facilities to the nature and healthy life. 2 Here is the table of CO2 emission per citizen of five, the biggest world economies.
In 2006 China has significantly increased the CO2 emission and overtook the USA for 8%. According the International Energy Agency (IEA,) CO2 emission has been increased for 75% in the period from 1970 to 2004 in the whole world.

3 By the increase of CO2 the greenhouse effect gets more and more expressed. The consequence is the global increase of the average temperature. Global warming consequences are: Sea level increase, Extreme climate conditions, Effect on food production Buildings are the biggest individual energy consumers, and therefore big pollutants. Due to the long lifetime of buildings, their influence on the environment we live in is long and continuous and we cannot ignore it.

4 The world is facing three large problems related to the energy: shortage of energy, insecure supply and prices (which will in the future, due to the shortage even go higher) In order for our children to inherit healthy Earth and so a healthy life we have to ask ourselves what's next? Answers are the renewable energy sources, especially used in housing facilities (as the largest individual energy consumers). We believe that we can harmonize a modern living with the nature. That is the goal of "My green hill" .

Economic crisis has changed the sign of residential construction - today's oversupply and insufficient demand problems, incentives have been decreased and housing prices have fallen. But it doesn’t seem that the criteria for luxurious is weaker that before. No matter the crises, technology is developing and there is no dooubt that we are talking about different categories of luxurious, not weaker. At first glance it seems that the housing projects are nowadays doomed to fail. However, more detailed research insights to the problem of inadequate residential construction strategy and that the market demands higher values – which don’t exist. This paper presents a multi-criteria approach to decision-making in a luxury residential construction project, which has from its early beginning (already in conceptual and defining phase) to exploit all the advantages and disadvantages of the existing markets as its own strengths. Research also explains the way with which, considering the today's conditions, constraints and implementing all relevant strategic, location and time guidelines, the recognition and project success can finally be achieved. The project characteristics that give higher value are given as well. The final contribution of this paper is framework for luxury housing strategy. In overall, lets say something about European statistics. European house price and other economic statistics vary in quality. It is often a surprise to non-Europeans to discover that swathes of this rich, highly developed continent are not covered by good housing statistics. Northern European countries have generally good house price time-series. In particular, all the Scandinavian countries generate excellent house price statistics. In the Baltics the situation is improving rapidly. Central Europe is mixed. German house price statistics are weak. France has very good statistics, the Netherlands has good data, Belgium and Austria have acceptable data. Spain has made giant strides, Portugal is weaker. Southern Europe tends to have weak statistical data. There is a particular lack of housing statistics in Italy, Greece, and Turkey (though Italy has some private, for-sale, data generators). Statistics in Eastern Europe are weak. Efforts are being made to change this, for instance Bulgaria began publishing a house price time-series in Aside from this, the Czech Republic has an official index, and in Poland, REAS Konsulting produces a for-sale index.

6 The most important criteria
Close to the city center Peaceful, secure and "green" environment Price Size of Property (space) Functionality and architecture / aesthetics Maintenance complexity and price as well as current expenses for the property (eg, utilities) Orientation towards renewable energy Close to the main content (eg, schools, kindergartens, bank ...) Proximity to other facilities (eg fitness, swimming pools…) Good neighborly relations Multiculturalism local environment From the targeted group of people who are looking for the appropriate residential building or apartment, the research resulted with the list of the most important criteria for required residential construction. Today's requests which need to be fulfilled are much more complex than before. All listed here have ecological and cultural feature and represent direct creation of the future. Fifty years ago it was not important if something was ecological or not. It was not an important criteria for any project management.

7 Project Management What does PM mean in these requirements? - Contextual competencies - Behavioural competencies - Technical competencies Evidentely that there are large projects (like Panama canal..) where PM has reached its maximum; the researchers all over the world are interesetd in them; but what about smaller systems, small environments. Ecology and energy law is being changed a lot all the time. Is it all about tecnical competences if we are talking about policy and law changes? Are the present standards of project management, procedures and practice enough to round up all the aspects of the project which consists of marketing, technical details, multidisciplinary, up to the global warming and care for the environment? We are already implement the competences in the projects, but what are our global and local results? If there is no space for improvement, than practice would be more successful than it is now. Contextual competencies: there are ecological, .... aspect of projects of this type. Worldwide there are large projects (such as Panama channel etc..) where PM has reached its maximum, but what about smaller systems, small environments , Ecology and Energy laws which are being changed all the time. There is a question if it is about technical competencies only? Or if there is a step forward and difference in behavioural and contextual competencies compared to the past? Are the present standards of project management, procedures and practice enough to round up all the aspects of the project which consists of marketing, technical details, multidisciplinarity, up to the global warming and care for the environment? In principal, there are solutions for management and elaboration of such projects, but contextual characteristics need to be specified in regard to the situation they are in. It is not enough any more that the ecology is only being mentioned in small projects and globally to sum up the consequences of negative influences. In small projects and on every doo , in detail developed management methodologies need to be brought in, and which will be respected by competencies as much as deserved. If the world would be implementing all that then the pollution would be less and benefits bigger. And what are our results?

The way in which behave changes also. Today’s world is globaly more open and creative or has to be like that if want to be successful. Results means much more than before. Added value is expected. Always a little bit more. Efficiency? Somehow it has top priority. On ethics we have today theories and measures. Self – control seems to be harder than before. Because project are more and more complex, enviromnents are more demanded than before.

11 Competence eye in different aspects of PM
It is clear that the importance of competencies is being more emphasized as the time is passing by. All the competences today have different aspects, even put in hierarchical order. Ecology? Ecology itself deserves one frame of competences. Shouldn't we behave to the ecological aspect in accordance to the frame of competencies. We don't have only one frame, today, we have a frame or a set of competencies for every aspect of PM at that level. If we have to respect them globally, then we have to respect them locally as well, in order to survive on this planet. That was the foundation for development of management methodology which has the pilot project in "My green hill" conception of managing the luxurious housing of today. It is about complex and multidisciplinary sphere which has the trends incorporated. It was found out by the previous research that the present methodologies do not pay enough importance to the trends and global strategic aims.

12 The Global Buildings Performance Network (GBPN) is a globally organized and regionally focused non-profit network advancing building energy performance best practice policies to help decision-makers develop and implement policy packages that can deliver a Deep Path of energy consumption reductions and associated CO2 emissions mitigation from buildings. It operates a Global Centre in Paris and is officially represented by Hubs in China, Europe, India and the United States. The Buildings Performance Institute Europe (BPIE) is a European not-for-profit think-do-tank, delivering policy analysis, advice and implementation support. Its focus is knowledge creation and dissemination for evidence-based policy making in the field of energy performance in buildings. The Brussels-based institute, in operation since February 2010, is the European Hub of the Global Buildings Performance Network (GBPN). and The World Business Council for Sustainable Development (WBCSD) is a CEO-led organization of forward-thinking companies that galvanizes the global business community to create a sustainable future for business, society and the environment. The Council plays the leading advocacy role for business. Leveraging strong relationships with stakeholders, it helps drive debate and policy change in favour of sustainable development solutions. The Council provides a forum for its 200 member companies—who represent all business sectors, all continents and combined revenue of over $US 7 trillion—to share best practices on sustainable development issues and to develop innovative tools that change the status quo. Sustainable buildings in today’s world have energy efficiency in the focus of its mind. There are few top organizations that support research and best practise in this field: GBPN, BPIE, WBCSD. While creating methodologies for "My green hill" instructions of umbrella institutions had been used. The aim was to have the same approach applicable on other geographical areas too.

There are procedures for invastigating market demands, local and context environment, possibilities and environmental impacts , that results in unique project characteristics that are than realized. In this way, the project is not dependend on economy situation, because there is always market for residential buildings, but not every of them.

It is here to present the ability that "My green hill" has, to implement the global strategies and on the other side to give benefit for the final beneficiary.. Benefits?.... The project can pay off itself during its life time, compared to the application of other methodology. So, the point is not to have more expensive projects, but to have even self sustainable projects. Self sustainability can be defined as the main goal of "My green hill" methodology. It can be implement not only in housing, but with some minor changes in road,... But because currently, the biggest problem of energy is in housing, we decided to begin with it.

18 While doing the research of world trends for My green hill methodology it was concluded that all over the world, in the middle developed as well as in the most developed parts of the world, energy is the sphere of the biggest interest and the sphere of the actual biggest changes in legislation, which means that the energy efficiency concept by "My green hill" methodology could be implemented all over f the world, In New York, Beijing etc...
