19 Maintaining Progress With System Reform Galvanizing multi-agency cooperation in the One- Stop system to address the immediate needs of employers/employees (no time for turf/mou battles) Utilizing increased workloads to better define mission/responsibilities and avoid duplication Strengthening business partnerships by being responsive to current needs (no longer tight labor markets but the need for state training aid to help existing workforce transition to new market requirements—LA Pacific)
