“The Government should aid, counsel, assist, and protect, insofar as possible, the interests of small business concerns to... ensure that a fair proportion of the total purchases... be placed with small business enterprises...” Armed Services Procurement Act Small Business Act Amendment to Small Business Act (PL ) Defense Authorization Act (PL ) 1988 – Business Opportunity Development Reform Act (PL ) 1994 – Federal Acquisition Streamlining Act (PL ) Small Business Reauthorization Act (PL ) 1999 – Veterans Entrepreneurship & Small Business Development Act (PL ) 2000 – Small Business Reauthorization Act of 2000 (PL ) 2003 – Veterans Entrepreneurship & Benefits Improvement Act (PL ) 2010 – Small Business Jobs Act (PL ) Congress has passed numerous Laws that requires “SMALL BUSINESS” receiving a fair proportion of Federal procurements. The Small Business Administration was established in 1953 via the Small Business Act. SBA monitors DoDs progress. For the FIRST time in HISTORY, DoD met statutory goals resulting in DoD obtaining a SCORECARD of A from SBA! 3
