1 Environmental Screening A Requirement for All CIDA Financed Projects

2 EA Principles at CIDA  Projects outside Canada financially supported by the government of Canada are subject to the CEAA.  Environmental assessment should start as early as possible in the decision- making process.  CIDA exercises flexibility in assessing projects in foreign jurisdictions and in varying circumstances.

3 EA Principles at CIDA (cont.)  Assessments outside Canada are conducted with respect for foreign sovereignty, international law, and international agreements and arrangements to which Canada is party.  If the environmental procedures of foreign states and international or multilateral institutions meet the requirement of CIDA, they can be used instead of CEAA guidelines, only if they meet the basic goals and objectives of the CEAA.

4 EA Principles at CIDA (cont.)  CIDA encourages other countries to develop, improve, and implement their domestic capacity for environmental assessment. Procedures for public participation respect foreign sovereignty and local conditions.  Records of environmental assessments for CIDA-supported projects in countries outside of Canada are made available to the public.

6 Construction of HHWHS The proposed construction, installation, operation, expansion, modification or decommissioning of a domestic or farm water supply system or dugout on agricultural land if the project (a) is not to be carried out, except in respect of an intake pipe, within 30 m of a water body; and (b) does not involve the likely release of a polluting substance into a water body.

The proposed construction, installation, operation, or expansion of a domestic or farm irrigation system on agricultural land if the project (a) is not to be carried out, except in respect of an intake pipe, within 30 m of a water body; and (b) does not involve the likely release of a polluting substance into a water body

8 HHWHS (cont.) The proposed construction, operation, modification, or expansion of a drainage structure on agricultural land, other than a structure that drains into a water body, if the project (a) is not to be carried out within 30 m of a water body; and (b) does not involve the likely release of a polluting substance into a water body.

9 FTCs/ Farm buildings 6 (1) The proposed construction, installation, operation, expansion or modification of a building that is only to be used in one or more of the ways set out in subsection (2) if the project has a footprint of less than: (a) in the case of construction or installation, 500 m2, and (b) is not to be carried out within 30 m of a water body; and (c) does not involve the likely release of a polluting substance into a water body.

10 FTCs/ Farm buildings (cont.) 6 (2) The following uses are set out for the purpose of subsection 6 (1): (a) providing educational or informational facilities and services; (b) providing offices, meeting rooms and related facilities; (c) providing facilities and services to passengers of common carriers; (d) providing retail sales facilities; (e) providing medical facilities and services;

(f) providing residential, hotel, institutional or other accommodations; (g) providing recreational facilities and services; (h) providing restaurant and food take-out services; (i) providing parking facilities; (j) presenting artistic, cultural, sporting and other community-related events; and (k) storing any article or substance that is not hazardous to human beings or the environment.

The proposed construction, installation, operation or modification of a building, other than a building to be used exclusively for one or more of the purposes set out in subsection 6(2), if (a) the construction or installation does not result in a building with a footprint greater than 100 m 2 or a height greater than 5 m; (b) the project is not to be carried out within 30 m of a water body; and (c) the project does not involve the likely release of a polluting substance into a water body.

The proposed expansion of a building, other than a building to be used exclusively for one or more of the purposes set out in subsection 6(2), if the project (a) results in a building with a footprint no more than the greater of 100 m 2 ; (b) results in a building with a height no more than the greater of 5 m; (c) is not to be carried out within 30 m of a water body; and (d) does not involve the likely release of a polluting substance into a water body.
