2 2 TMDE PROGRAM PRIORITIES Priority I: Plan, program and budget for Fleet/Shore TMDE so as to ensure the highest state of readiness, safety and operational performance of weapon, communication and environmental systems. Goals are to: –Ensure that TMDE procurement drivers are based on Fleet/Shore priorities for prime system measurement requirements, model types, quantities and required delivery dates that support deployment schedules –Routinely assess the reliability, maintainability and availability of TMDE that impacts Fleet/Shore OPTAR costs and schedule these models for planned replacement IAW budget constraints –Class and Shipyard Allowancing –Working with CNET, schoolhouses and Fleet/Shore commands to ensure standard models match those being used for maintenance/repair –Ensure full load out of standard models for new construction ships –Apprise CINC’s and TYCOMs of funding deficiencies that impact programming and budgeting streams for TMDE –Maintain open lines of communications and information flow between NAVSEA and major TMDE stakeholders –Integration of of the NAVSEA 04M METCAL and 04L TMDE instructions into one policy instruction and rewrite of TAMS manual

3 3 TMDE PROGRAM PRIORITIES –Drafting BCA to assess feasibility and cost benefit for NAVSEA assuming life cycle responsibility for TE in the New London area –Working to reduce unsupported test equipment

4 4 TMDE PROGRAM PRIORITIES Priority II: Forecast, plan and implement TMDE initiatives that will directly improve the overall quality and efficiency of the program relative to its primary mission of support to Fleet and Shore commands. Current initiatives include: –Integration and automation of the TMDE requisitioning process into the Navy’s RRAM system –Working one-on-one with industry to identify measurement footprints that will help drive new technology in support of Fleet/Shore maintenance –Consolidate and streamline warehousing efforts that provide centralized points of distribution for initial outfitting material and re-distribution of Fleet assets –Integration of mechanical (SISCAL/GAGE) with TMDE –Relocation and enhancements to the TMDE Web site –Moved requisitioning process to Seal beach which will provide electronic notification of Due-Ins –Synching up GPETE acquisitions with prime system acquisitions –Prototyping less data intensive SPETERL –Priority Code changes –Identifying fiber optic training requirements
