6 Pacoima Spreading Grounds Improvement Project Los Angeles County Flood Control District Founded in 1915, LACFCD operates and maintains: 14 major dams and reservoirs 27 spreading grounds 39 miles of soft bottom channels 16 rubber dams on flood control channels

7 Pacoima Spreading Grounds Improvement Project City of Los Angeles Water Supply Sources of water: (2013-2014) LA Aqueduct– 10% Metropolitan Water District – 75% Bay Delta Colorado River Groundwater – 13% Recycled Water – 2%

8 Pacoima Spreading Grounds Improvement Project Pacoima Spreading Grounds 165 acre LACFCD owned site First used during the 1932-1933 storm season Average water conservation is 5,200 acre-feet per year Current Issues Insufficient storage capacity Low infiltration rates Potential for flooding on Arleta Avenue.

29 Pacoima Spreading Grounds Improvement Project SCAQMD Rule 403 Measures: Water all exposed areas on active sites at least 3 times per day. Pre-water all areas prior to clearing and soil moving activities. Pre-water all material to be exported prior to loading, and either cover all loads or maintain at least 2 feet of freeboard Restrict traffic speeds on unpaved roads to 15 mph or less. Water dirt roads at least once per every 2 hours of active operations or apply a chemical stabilizer.

30 Pacoima Spreading Grounds Improvement Project SCAQMD Rule 403 Measures (continued): Install and maintain signage around the project site that provide a contact person and phone number to call when if dust is leaving the project site, and a phone number for the SCAQMD compliance office. Utilize one or more devices to remove material from vehicle tires and undercarriages before leaving project site. Do not allow track out of material to extend more than 25 feet onto a public roadway and remove all track out at the end of each workday. High Wind Fugitive Dust Control Plan must be prepared.
