doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 2 To VOTE or Not to VOTE...that is the question! Rick Alfvin

doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 3 If we delay the VOTE... We risk failing to reduce the number of proposals from 8 to 1 in November –it is a gargantuan task –we lose the opportunity to look closely at a smaller number of proposals –we lose momentum

doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 4 It’s Human Nature With 50% of the proposals going away ….it’s no surprise to find an alliance or faction looking for ways to ensure they stay on the island for another show.

doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 5 Let’s be Honest 1st Order Issues –Band –Modulation scheme –Cost/Complexity –Regulatory factors –Time to market –Political bias

doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 6 Let’s Be Honest 1st Order issues –Band –Modulation scheme –Cost/Complexity –Regulatory factors –Time to market –Political bias

doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 7 Let’s Be Honest 1st Order issues –Band –Modulation scheme –Cost/Complexity –Regulatory factors –Time to market –Political bias a.k.a. “religious beliefs”

doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 8 1st Order Voting Issues a.k.a. “religious beliefs” Band Modulation scheme Cost/Complexity Regulatory factors Time to market Political bias 1st order issues or “beliefs” are well defined. Additional refinements to the criteria will not alter “religious beliefs”.

doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 9 1st Order Voting Issues a.k.a. “Religious Beliefs” Band Modulation scheme Cost/Complexity Regulatory factors Time to market Political bias Voters will cast their votes on the basis of their 1st order biases & beliefs. The resultant subset of candidate proposals will recognize broad support.

doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 10 What does the Market want? The industry needs a consumer based high rate wireless solution today. Consumer markets would much rather have a 90% solution today than a 100% solution “tomorrow”. A delay in our activity would do a great dis-service to the marketplace.

doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 11 Consequences of waiting We are not doing justice to the process because we won’t have time to properly re- assess and down select to 1 proposal in November.

doc.: IEEE 802.15-00/310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 12 Net Outcome of Voting Today Number of proposals reduced by 1/2 This is a high level coarse filter We will have more time to scrutinize the final selection The marketplace/consumer is benefited
