23-Nov-1999STScI Projects Monthly Status Review1 of 8 SpaceTelescopeScienceInstitute COS Status Report for period December, 1998 to November, 1999 Tony Keyes MAJOR ACCOMPLISHMENTS IN REPORTING PERIOD Project Planning / Management: STScI COS Project Plan describing scope, proposed schedule, and division of labor Pipeline: MOU with COS IDT on Thermal-Vac (TV) data processing keyword templates Scheduling: OP-01 definition initial proposal instruction definition User Support: STScI Design Reference Mission ISR (also pipeline and scheduling) Calibration: establish Calibration Working Group Plan MOU K/w DRM Prop Instr.

23-Nov-1999STScI Projects Monthly Status Review2 of 8 SpaceTelescopeScienceInstitute COS Status Report for period December, 1998 to November, 1999 TECHNICAL PROGRESS vs. PLANNED MILESTONES DRM Apr 99, on-time facilitates OP-01 development, usage studies, ground-system development priorities, data volume estimation, pipeline resource planning (primarily hardware) MOU Sep 99, on-time provides schedule and deliverables to achieve cost savings in COS TV data formatting, archival and retrieval Keyword templates Oct 99, on-time/advanced MOU deliverable (by STScI) facilitate timely IDT development of science header keywords which are required for OPUS/MAST pipeline development as well as overall end-to-end testing DRM MOU keywords

23-Nov-1999STScI Projects Monthly Status Review3 of 8 SpaceTelescopeScienceInstitute COS Status Report for period December, 1998 to November, 1999 TECHNICAL PROGRESS vs. PLANNED MILESTONES (continued) OP-01 on-time, continuing driver for scheduling system development COS Operations Working Group (COWG) instituted regular discussion and review of science operations requirements Proposal Instructions May 99, on-time input to scheduling system development COS Calibration Working Group (CALWG) definition Nov 99, advanced/continuing facilitates AV-03 and calcos development Prop.Instr.

23-Nov-1999STScI Projects Monthly Status Review4 of 8 SpaceTelescopeScienceInstitute COS Status Report for period December, 1998 to November, 1999 CHANGES TO BASELINE PLAN No changes made to the plan due to slips or advancements in milestone dates Changes made to the plan from applying “lessons learned” : Created written Project Plan to describe program and clarify organizational roles Use successful development methodologies begun with ACS: 1) clear requirements definition and design phases up front 2) phased scheduling system development prioritized development schedule to include science operations of most importance in first phases 3) end-to-end testing based on ACS model 4) apply existing strengths to process via working groups COWG CALWG 5) system development and test status tracking matrix Contingency planning: implications of inclusion of COS on SM3b manifest action: assessing impacts on current development schedule COS Plan Status

23-Nov-1999STScI Projects Monthly Status Review5 of 8 SpaceTelescopeScienceInstitute COS Status Report for period December, 1998 to November, 1999 TOP ISSUES & CONCERNS RED issues: none YELLOW issues: 1) OP-01 finalization: COWG meetings on tight schedule for definition of Phase I capabilities identified early 1999; affects requirements definition for scheduling system development specific COWG schedule and agenda set September, 1999 - presently on schedule; integrated schedule meetings commenced November, 1999. 2) Target Acquisition: COS IDT methodology must be confirmed identified June, 1999; affects late Phase I scheduling system development appropriate modeling to confirm schemes presently in definition by IDT, but modeling yet to be performed offer of STScI expertise accepted and is part of process

23-Nov-1999STScI Projects Monthly Status Review6 of 8 SpaceTelescopeScienceInstitute COS Status Report for period December, 1998 to November, 1999 TOP ISSUES & CONCERNS (continued) GREEN issues: 1) MOU on requirements and work schedule to provide OPUS/MAST capability to IDT at COS TV by 1 Oct 2001 identified June, 1999; resolved Sept., 1999 after numerous direct consultations with COS IDT and with affected STScI division heads and branch chiefs avoids duplication of development effort and facilities cost; promotes future calibration/analysis efficiencies 2) need to know our internal STScI counterparts - with whom do we work?; need to meet to coordinate effort; affects overall development quality and efficiency identified Oct 1999; monthly integrated schedule meetings commenced 18 Nov 1999

23-Nov-1999STScI Projects Monthly Status Review7 of 8 SpaceTelescopeScienceInstitute COS Status Report for period December, 1998 to November, 1999 BUDGET STATUS Planned and actual labor costs for COS activities: Keyes, COS Instrument Scientist (0.8 FTE) Kutina, SESD Systems Engineer (0.4 FTE) Ayscue, SMO Program Manager (0.25 FTE) Anticipated future labor costs: Bohlin, SMO Calibration Scientist (0.375 FTE) CALWG coordination; practical aspects of COS data handling and calibration new hire, COS Instrument Scientist (0.5-0.8 FTE) commanding development and testing; keyword development; calibration pipeline requirements definition Planned versus actual materials & equipment expenditures: n/a No deviations from the planned budget

23-Nov-1999STScI Projects Monthly Status Review8 of 8 SpaceTelescopeScienceInstitute COS Status Report for period December, 1998 to November, 1999 PLANNED MILESTONES FOR 1 Dec 1999 to 1 May 2000 Milestones expected to be accomplished in the next reporting period: complete definition of Phase I scheduling system requirements (OP-01) prerequisite for development commence Phase I of scheduling system development commence CALWG operation science keyword definition calibration overview calibration code re-use review new IS hire support calibration and/or scheduling system development/testing activities COS Ground System Schedule COS Schedule
