Workshop on Safety and Regulations on Radioactive Sources and Nuclear Power Plants In Cape Town, South Africa 5 – 16 November 2012 Jacques TIONOU Autorité nationale de radioprotection et de sûreté nucléaire (ARSN) BURKINA FASO Workshop on MANAGEMENT AND SAFE DISPOSAL OF RADIOACTIVE WASTE In Tunis, Tunisia 16-21 March 2014 Jacques TIONOU, Division of Inspection Autorité nationale de radioprotection et de sûreté nucléaire (ARSN) BURKINA FASO 1

CONTENTS INTRODUCTION RADIATION APPLICATION IN BURKINA FASO INVENTORY OF SOURCES RADIOACTIVE WASTE INVENTORY NUCLEAR LEGAL FRAMEWORK RESPONSIBILITIES AND ROLES OF INVOLVED ORGANISATIONS POLICY AND STRATEGIES BEING DEVELOPED CONCLUSION

INTRODUCTION  Many activities use nuclear technologies with radioactive sources in Burkina Faso.  This use can generate radioactive waste.  ARSN is the national competent authority for radiation protection and nuclear safety

BURKINA FASO : localisation BURKINA FASO

RADIATION APPLICATION IN BURKINA FASO Radioactive gauges : density, humidity, thickness; Industrial radiography; Research irradiator ; Medical use : nuclear medicine; Smoke detector; Lightning conductor; Project is far advanced to create a centre of: Radiotherapy brachytherapy

INVENTORY OF SOURCES CathegoryRadionuclideTotal 1Cs-1371 3 Sr-90 23 Am-241/Be Cs-137 4Am-241/Be23 Cs-137 5Am-241Many sources Others sources Ir-192 : cat 2 Used by a foreign company Tc-99: used in Nuclear medicine Radiotherapy (cobaltherapy and curitherapy) will start in a few time

RADIOACTIVE WASTE INVENTORY In Nuclear medicine : Only Diagnosis activities are developped with Tc-99, a little quantities of waste are produced and are managed by the producer; In mining industries: Investigation started for research of NORM; Disused sealed sources : in storage with their owner; Dismantled devices : smoke detector, lightning conductor.

NUCLEAR LEGAL FRAMEWORK Law n ° 032-2012/AN on safety, nuclear security and safeguard; Decree n°2008-056/PRES/PM/MECV/MEF on the organization, attribution and functioning of the National Authority for Radiation Protection and Nuclear Safety (ARSN); Joint Order No. 2010 - 028 / MECV / MEF /on pricing and procedures for the allocation of revenue from services provided by ARSN; draft decree on radioactive waste management; draft decree on general principles of radioprotection; draft decree on the transport of radioactive materials;

RESPONSIBILITIES AND ROLES OF INVOLVED ORGANISATIONS Any person whose activities generate radioactive waste is responsible for these waste. Also, he must ensure the management of it. The owner of the waste is responsible for the safety of their storage. When the waste owner is unknown or has ceased to exist, the responsibility of the storage is given to ARSN. Contract of return for sources imported since 2008.

POLICY AND STRATEGIES BEING DEVELOPED There is no Radioactive waste facility in Burkina Faso. Some documents are being elaborated by ARSN: Decree on radioactive waste management; Radioactive waste management policy; National management plan for radioactive waste;

CONCLUSION Need a facility for management of short and medium half life sources when contract of return is not applicable; Assistance in NORM investigation.
