3 Mission Plan and execute effective and agile contracting support for U.S. Forces Afghanistan (USFOR-A) and the Combined Security Transition Command Afghanistan (CSTC-A) in support of Army and Joint Operations in the Kabul Base cluster.

4 Doing Business with Us A business license is required to legally operate a business in Afghanistan. The Afghanistan Investment Support Agency (AISA) can award licenses to businesses in their area of expertise. The license must be renewed annually. Some specialties may require an additional license from the GIRoA agency that provides oversight for that industry. Information on AISA licenses, including annual license fees, can be found at: The following Ministries can also award a business license for their industry. 19 Solicitation Evaluation
Responsive Quote Must be submitted by the date and time requested; if there is no time listed, the time is 5:00 pm on that day If late, the offer may not be considered Responsible Proposal or Quote Pricing needs to be realistic; we do not always award to the lowest bidder so make sure you are giving us your best price possible Submit a Technical Proposal on how you intend to fullfil the requirement to include a management plan, materials, products/services, etc. Submit a price proposal that only refers to the Contract Line Item Number (CLIN) price Need to include more than just the price Demonstrate how you will perform actual work Define company’s available resources and skill sets to do the work Discussions After Submission of Proposal or Quote Submit a complete proposal package The Government may award without discussions

Past Performance/Experience Past performance is a very important evaluation factor. Provide previous Government and Commercial contracts with work that is relevant to the requirement for which you are submitting a proposal. Contract Number, Agency/Company, Contact Information Verify information submitted in your proposal Contact your references Subcontracts, Teaming Agreements, and Joint Ventures count also. Contact Information Please provide a primary and alternate contact when submitting your proposal. Name, address, , and phone number. We need to know how to contact you! Proposal Identification Put your company name on all pages of your proposal.

22 Helpful hints Do not hesitate to ask questions.
If something is unclear or unreasonable, question it. Responses will be shared with all contractors. Your questions can only make us all succeed together. Read through the entire Performance Work Statement (PWS)/ Statement of Work (SOW) If there is an attachment or reference mentioned, read this also Make a list of (or highlight) the important points in the PWS/SOW Identify all deliverables/requirements and reports When preparing your technical proposal, ensure that you answer each of these points
