3 TERMINAL LEARNING OBJECTIVE
Action: Train and educate on the new implementation of Select , Train, Educate and Promote (STEP) policy and procedures. Conditions: In a classroom environment, given AR dtd 2015 FEB 2, PPOM (STEP Policy implementation), and GA EPS SOP. Standards: The student will become knowledgeable on the new CY 16 EPS Policies and procedures and will be required to achieve a score 80% on the written exam and receive a GO on the briefing presentation to pass the course.

4 FY 16 KEY CHANGES Soldiers who do not meet TIS,TIG,NCOES and SSD Level for the current grade by 1 Mar 2016 will not be on the EPS list. Soldiers in the rank of E4 who have already completed Warrior Leadership Course (WLC) prior to 1 January 2014 will be grandfathered for SSD1 and placed on the list. Soldiers in the rank of E5 who have already completed BNCOC CC or all phases of (ALC) prior to 1 February 2015 will be grandfathered for SSD 2 and placed on the list. Soldiers can provide supporting documents for NCOES/SSD completion required to be placed on the EPS list after the FY 16 EPS list is published if they feel they were erroneously not placed on the list. Implementation of the leadership board for E7 promotable through E9 desiring to compete for 1SG and CSM leadership positions. Current E8s not eligible for promotion and E9s will be boarded as well. Have a current and passing height/weight within 8 months MDAY and AGR to be selected for promotion. HT/WT must be input into RCAS.

5 FY 16 KEY CHANGES Implementation of the STEP program ( SELECT-TRAIN – EDUCATE - PROMOTE) Soldiers selected for higher grade vacancies without the NCOES requirements will have 24 months to complete the level of NCOES required for promotion PIN-ON. 6 FY 16 Eligibility Criteria
There are three levels of eligibility criteria (previously only two). 1. Eligibility for Consideration (to be placed on the EPS list) 2. Eligibility for Selection (to be selected and moved into a higher grade position) 3. Eligibility for Promotion (to be promoted to the next rank once fully eligible) Reference: 2-5 Eligibility Criteria

7 Eligibility for Consideration
Soldiers must be MOSQ, recommended by their commander for consideration, and meet the below rank specific requirements by 1 MAR 2016. 8 Eligibility for Selection
In order to be selected for promotion, Soldiers must meet the requirements of AR , paragraphs 1-10 and 7-4 at the time of the EPS Vacancy Fill. Soldiers may verify their eligibility for selection at any time on the Georgia National Guard membership site at and viewing Enlisted Promotion System Status (AKO username and password required). Specific requirements include: (1) Be on the EPS list. (2) Must not be flagged for any reason. (3) Have a current and passing APFT (within 18 months MDay/8 months AGR) input into SIDPERS and uploaded into iPERMS. (4) Minimum civilian education (high school diploma or equivalent) updated in SIDPERS. (5) Have a current and passing height/weight (8 months MDAY and AGR) input into RCAS (6) Meet the security clearance requirement for the position and MOS.

9 Eligibility for Promotion

11 Leadership List (1SG/CSM)
Leadership boards (1SG and CSM) will be conducted following the E8 TO E9 and E7 to E8 Centralized Promotion Boards. E7 promotable through E9 desiring consideration will annotate on the 4100B Leadership Addendum their request to compete for 1SG and CSM leadership positions. Current E8s not eligible to be on the EPS list and E9s will have to turn in a signed 4100B Leadership Verification Addendum to be boarded as well. A separate 1SG/CSM list by MOS and in alphabetical order will be published along with the EPS list on 15 MAY 2016 . Any Soldier on the Leadership List, regardless of MOS, may apply for the positions.

12 Leadership List (1SG/CSM)
Soldiers already possessing the position MOS and rank equivalent with the position will be automatically considered. Positions will be announced for 15 or 30 days with an sent to all Soldiers eligible to apply outlining the application process. The MSC is responsible for conducting the board. If the unit selects a SFC or non-MOSQ MSG/1SG for the position, the commander will submit a memorandum of justification explaining why a qualified E8 was not chosen.

14 2016 EPS Turn-In A Letter to the President of the Board may be submitted for missing NCOERs or CPMOS change request. NCOERs must be uploaded in iPERMs prior to 1 MAR 2016 Soldiers who are non-recommended for promotion and/or leadership positions will be afforded 30 days to submit appeal requests through the chain of command to the EPS section. DA 4187 and counseling forms must be submitted Approval authority for non-recommendations are as follows: (1) Promotion to SGT: Commander in the rank of Lieutenant Colonel (2) Promotion to SSG/SFC: Commander in the rank of Colonel (3) Promotion to MSG/SGM: TAG (4) Approval authority for non-recommendation cannot be delegated (5) TAG is the appeal authority for all ranks

28 CENTRALIZED EPS BOARD The Centralized EPS Boards will be conducted 14 MAR – APR 2016. Soldiers must meet TIG, TIS, NCOES and SSD level requirements for their current grade by 1 MAR 2016, and be recommended for promotion by their commander to be boarded and placed on the EPS list. Performance Files from iPERMs (NCOERS, 1059s, Awards and Civilian Education), E4 Word Pictures, Enlisted Record Brief (ERB) are downloaded after 1 MAR 2016 for board review. Board Members vote according to a Baseline Criteria that is created using the whole Soldier Concept. The Board Leadership scores (up to 400 points) and Administrative points (up to 600 points) are compiled to determine the ORDER OF MERIT LIST (OML) for grades E4 and E5. The EPS list will be posted 15 MAY 2016 at the following website

30 Vacancy Fill Process Vacancy fill will be conducted 5 times during the EPS Cycle: JUNE,AUG,OCT,DEC and FEB MSCs will submit a consolidated spreadsheet of the vacancies to be filled to the EPS section on the first Wednesday of the vacancy fill month. The G1 section will conduct a UMR scrub of all units submitting vacancies to be filled. Only true vacancies will be filled. Unit with less than 8% UMR discrepancies will have their requested vacancies filled Vacancy fill process Excess/priority placement fill then promotion from the EPS list. Soldiers must be fully eligible at the time of Selection for a higher grade vacancy.

32 Vacancy Fill Process Requirements for selection include:
(1) Be on the EPS list. (2) Must not be flagged for any reason. Commander must counsel Soldiers on the timeframe required to complete NCOES. Soldiers who decline or refuse, fail to apply or enroll, fail to be accepted, fail to attend (no show), or fail to graduate (fault of the Soldier), will be counseled and reassigned to the first available vacancy equivalent with current grade and MOS.

34 Requirements for Promotion

35 Promotion Process A DA 4187 request for promotion through the MSC to the EPS section will be submitted on the 1st Wednesday of the month for Soldiers who were not fully eligible for promotion (lacking NCOES or Remaining Service Obligation) at the time of selection. DOR will be the date the Soldier gains full promotion eligibility, but will not be backdated more than 60 days. Exceptions will have to be approved by the Adjutant General and a memorandum of explanation signed by the MSC commander and a DA Form 4856 Counseling Statement for whoever was responsible for the request not being submitted within a timely manner will be required.

38 DECLINATION PROCESS Soldiers selected for promotion during the Vacancy fill board will have 45 days to decline the promotion or to extend enlistment to accept promotion if applicable. Soldiers who decline the promotion will be ineligible for promotion for the remainder of the current cycle . Soldiers will become eligible on the next EPS cycle. A hardship waiver may be submitted along with supporting documentation through command channels to G1. If Approved, Soldiers will remain on the current EPS list but will not be eligible for promotion until after the Soldier submits documentation that the hardship no longer exist. Declination forms are available on the EPS website. Failure to report to the gaining unit may result in disciplinary actions.

39 Bypass Procedures Clarify Bypass procedures
Soldiers erroneously bypassed by EPS Section: Soldier will be promoted and placed on priority placement list for the next vacancy fill. Soldiers bypassed due to systems of record not being updated: EPS Section will not go back and promote. Soldiers must wait until the next vacancy fill. Soldiers have the ability to verify eligibility for selection by accessing the link below. Any exceptions to this policy must be approved by the Adjutant General and require a memorandum of explanation signed by the MSC commander and a DA Form 4856 Counseling Statement for whoever was responsible for the eligibility criteria not being updated in the system of record prior to the Vacancy Fill.

40 ETP Promotions Process for Exception To Policy (ETP) Fills
Authorized during October and February Vacancy Fills Authorized after an exhausted EPS list Vacancies will be offered to Soldiers originally bypassed because of their area of consideration elections on their 4100 Addendum and to Soldiers who hold the vacancy’s MOS as their SMOS or AMOS Soldiers have the option to decline the promotion and still remain on the EPS List. 41 STANDBY ADVISORY BOARD
IAW AR , Para 7-32 Soldiers may write to the president of the board, ONLY when something is not provided or if the Soldier feels that it will impact the board’s ability to evaluate the soldier fairly and consistently.

42 STANDBY ADVISORY BOARD
STAB packet requests will be opened for submission to the EPS section for 30 Days and the board will be conducted on 14 SEP 2016. Standby Advisory Boards are for the following: -Missing NCOERs / Administrative Points (Will only be considered if completed before the EPS Cutoff Date of 1 Mar 2016 and a Letter to the President of Board was provided ) -Change of CPMOS -Change of Area of Consideration -Integration to the list due to Interstate Transfer or SMP/OCS/WOC disenrollment prior to the cut off date of 1 Mar 2016 -Leadership consideration request All STAB packets’ supporting documentation must be updated in iPERMs and SIDPERS to be considered. For CPMOS changes, if you do not have current relevant experience in the requested MOS, it is possible your position on the OML may decrease NCOES / SSD level completion or Prior service gain are NOT authorized STAB request An asterisk next to the Soldier’s name represents a new OML score
