5  Whatever the a Centre of Excellence (CoE) should, at a most basic level can consist of: ◦ A team of people that promote collaboration and ◦ using best practices around a specific focus area to drive their clear mandate results.  The team could be staffed with full- or part-time or strategic alliance members. ◦ “ Competency Centre” ◦ “Capability Centre ” :

6  Support  Guidance  Shared Learning  Measurements  Governance  Armed with evidence of  Experience and expertise in their area of focus  Impactful and successful models and  Transferable technologies and  and ability to mobilise resources

7  Support: CoE’s should offer support to the others. This may be through services needed, or providing subject matter experts or both  Guidance: For standards, methodologies, tools and knowledge banks are typical approaches to filling this need.  Shared Learning: Training and certifications, skill assessments, team building and formalized roles are all ways to encourage shared learning.

8  Measurements: CoEs should be able to demonstrate they are delivering the valued results that justified their creation  Governance: Allocating limited resources (money, people, technology etc.) across all their possible use is an important function of CoEs.  Should ensure organizations / decision makers invest in the most valuable projects and  create economies of scale for their service offering.  In addition, coordination across other organizational/ country/sector interests is needed to enable the CoE to deliver value
