LBS DG this week Timeslots: –Tuesday 9-12PM and 7-10PM Total Comments: 17 –LBS specific : 11 –Indirectly related to LBS: 6 LBS Input Contributions: 10 (Jeju) + (4) (Hawaii)

LBS DG High Level Plan Jeju –Review LBS Letter Ballot Comments –Review Input Contributions –Scope of LBS features/Prioritization of features discussion Between Meetings –Draft ToC based on input contributions –Organize two teleconference calls for LBS DG discussions –Develop draft output text Hawaii –Develop resolution recommendations for LBS LB Comments –Develop final draft output text –Recommend final output text to TGm for adoption –Recommend LBS comment resolutions to TGm for adoption

Scope of LBS Features Basic LBS Features (Higher priority): –Reference signals for location determination same as 802.16-2009 ie Preamble, Ranging Sequence –Measurement parameters of Reference signals same as 802.16-2009: RTD, RD, RSSI, CINR –Location triggers and measurement procedures: RD for DL-TDOA, RTD for UL-TOA –LBS-Adv Message supported –LBS capability negotiation Enhanced LBS Features (Lower priority): –New Reference signals for location determination –New Measurements of Reference signals –New Location triggers and measurement procedures –New LBS MAC Management messages –Negotiation of enhanced LBS capabilities

Key Opens LBS Request/Response Messages: 3 options: –1: New Layer 2 LBS-REQ/RSP MAC Management messages –2: New Layer 3 (L2 Transfer) LBS-REQ/RSP MAC Management messages –3: Re-use SCAN-REQ/RSP/REP or RNG-RSP messages from 802.16-2009 with LBS specific modifications Do we need enhanced LBS to meet the E-911 requirements? Need simulations to determine this. –Network based requirements –Mobile Station based requirements Reference Signals for Enhanced LBS: –SA-Preamble, DL-Pilots etc. LBS operation in Idle Mode

LBS DG Hawaii Agenda AM Slot: –Update on Offline discussions Sept 9 th and 16 th conf calls outputs –Key Opens discussion: Do we need enhanced LBS to meet the E-911 requirements? Discussion on Simulation results SCN-REQ/REP/RSP & RNG-RSP vs new LBS messages : Any new analysis –Comment Resolution+DG output draft development PM Slot: –Comment Resolution+DG output draft development

Tue AM Slot Discussion Do we need enhanced LBS to meet the E-911 requirements? Discussion on Simulation results –E-911 requirements for location determination are: Network based location accuracy: –300m 95% of time –100m 67% of time Mobile based location accuracy: –150m 95% of time –50m 67% of time –Conclusion of simulation results discussion: DL-TDOA only schemes based on the SA-Preamble measurements cannot adequately meet the E-911 requirements for location determination. With hybrid method (ex: DL-TDOA+TOA) we may be able to meet the network based E- 911 requirements With enhanced LBS schemes (ex: LBS Zone based method) we may be able to meet network and mobile based E-911 requirements –Decision: Do we need Enhanced LBS capabilities section in the DG draft? Straw Poll: –For Enhancements: 17 –Against Enhancements: 6 DG decided to separate the Basic feature set and Enhanced feature set for the DG output draft for submission to TGm. No objections for this approach.

Tue AM Slot Discussion continued SCN-REQ/REP/RSP & RNG-RSP vs new LBS messages : Any new analysis –Option 1: Extend SCN-REQ/RSP/REP and RNG-RSP for both basic and enhanced features –Option 2: Add new AAI_LBS MSGs for both basic and enhanced features Straw Poll: Option 1: 3 Option 2: 7

Tue AM Slot Discussion continued Action Items: –LBS features using SCN-REQ/RSP/REP MSGs & RNG-RSP (No consensus - but working assumption) – Eunkyung to lead harmonization –New LBS MSGs Text without extending SCN- REQ/RSP/REP & RNG-RSP (No consensus) – Lei lead harmonization –Enhanced LBS features text (No consensus) – Kamran to lead harmonization

Tue PM Slot Discussion Discussed all the following comments and developed the following resolutions: –Comments: 375, 862, 1547, 1549, 1575, 1577, 1585, 1594, 1595, 1601 were to be resolved with “Accept Modified” with the resolution being: Adopt the LBS Drafting Group output contribution C802.16m-09_2203.doc

Tue PM Slot Discussion continued Also for the LBS Measurement messages as there was not enough consensus, the suggestion was to request TGm to help decide on the solution –Option 1: Use AAI_SCN-RSP/REP & RNG- RSP with modifications –Option 2: New messages AAI_LBS-REQ/RSP

LBS DG Recommendations to TGm For LB#30 LBS related comments: 375, 862, 1547, 1549, 1575, 1577, 1585, 1594, 1595, 1601, resolve them with “Accept Modified” with the resolution being: Adopt the LBS Drafting Group output contribution C802.16m-09_2203.doc

Attendees Will be added in next revision
