There are four multilateral export control regimes: the Nuclear Supplier Group (NSG). The NSG contributes to the nonproliferation of nuclear weapons. 45 members the Australia Group (AG). AG aims to minimize the risk of assisting proliferation of biological and chemical weapons. 45 members the Missile Technology Control Regime (MTCR). MTCR works toward nonproliferation of unmanned delivery systems capable of delivering WMD. 34 members the Wassenaar Arrangement (WA). WA promotes transparency and responsibility in transfer of both conventional weapons and sensitive dual-use goods and technology. It replaced COCOM in July In each regime, controlled items specified in a control list and include goods (equipment, materials, etc.), software and technology. 40 members The regimes have helped set international standards for limiting export of sensitive items and helped stem proliferation in particular countries of concern. Dual-use items and technology are products and technologies which are normally used for civilian purposes but which may have military applications. A milling machine, for example, may be used for processing components for civil as well as military products. Countries/States members of the International Control Regimes are committed to comply with their guidelines and therefore need to legislate accordingly. Laws are implemented through a set of rules and regulations (aka: regional or national trade regimes)

Country Groups Example Restrictions vary from country to country. The most restricted destinations are the embargoed countries and those countries designated as supporting terrorist activities, including Cuba, Iran, Libya, North Korea, Sudan, and Syria. There are restrictions on some products, however, that are worldwide. How to cross-reference the ECCN with the Commerce Country Chart Once you have classified the item, the next step is to determine whether you need an export license based on the “reasons for control” of the item and the country of ultimate destination. You begin this process by comparing the ECCN with the Commerce Country Chart (Supplement No. 1 to Part 738). The ECCNs and the Commerce Country Chart, taken together, define the items subject to export controls based solely on the technical parameters of the item and the country of ultimate destination. Below the main heading for each ECCN entry, you will find "Reason for Control” (e.g., NS for National Security, AT for Anti-Terrorism, CC for Crime Control, etc.). Below this, you will find the “Country Chart” designator which shows the specific export control code(s) applied to your item (e.g., NS Column 2, AT Column 1, CC Column 1, etc.). These specific control codes for your ECCN need to be cross-referenced against the Commerce Country Chart. If there is an “X” in the box based on the reason(s) for control of your item and the country of destination, a license is required, unless a License Exception is available. Part 742 of the EAR sets forth the license requirements and licensing policy for most reasons for control.

UI and Integration based screening: Allows users to select a specific classification code or specify a product description. The clients can additionally specify a language, country, product classification type or classification category to trim the search. If both the specific classification code and description are specified on the screen, the description is ignored and the classification code is used to perform the search. Screening Data and Logic: An entry in the GTM_PROD_CLASS_CODE table represents a complete classification code. This is the code that is associated with the item or product for documentation purposes. Each code can have descriptions in multiple languages stored in the GTM_PROD_CLASS_CODE_DESC table. A pre-processing step associated with the data loader parses the descriptions for key words and stores the keyword to classification code association in the GTM_PROD_CLASS_CODE_KEYWORD table. When a product description based screen is performed, the search algorithm breaks the search criteria in to keywords and retrieves the matching classification codes. The results are then sorted based on the number of “search” keywords they contain Global Classification: Tree Building Logic: The classification codes are broken in to parts and stored as a hierarchy in the GTM_PROD_CLASS_CODE_PART table. This is the classification code that is used for display purposes and allows users to manually browse through the different classification codes in a hierarchical fashion. Each code can have descriptions in multiple languages stored in the GTM_PROD_CLASS_CODE_PART_DESC table. Each lowest level part code is associated back to a full classification code in the GTM_PROD_CLASS_CODE table. The hierarchical relationship between the part codes are stored as a tree in a memory cache. The root part code along with all its children, associated to each classification code result, is displayed as the result of the classification search.

Parameters Product Classification Type Product Classification Code or Description Ability to change description when performing classification Default grid results with an option to view tree based results The UI action on the GTM Item manager screen – “Classify Item” initiates the item classification process. This action extracts the description of the selected item and then invokes the classification engine with the description as input. The results returned by this action are identical to the results returned by the classification search. The only difference is that the lowest level classification part codes are hyperlinks. Clicking on a hyperlinked classification code part saves the associated classification code as the classification for the item.

Possible Status Unapproved - on initial classification Invalid - when deleted classification codes Declined - when classification code is not approved Approved – when classification is considered correct Each item classification has a status. On initial classification the status is set to “UNAPPROVED”. Every time new classification data is loaded the item classifications are examined for deleted classification codes. If there is one the item classification status for that classification is marked “INVALID”. Statuses can be further modified in the GTM Item Manager

Based on Customs Administration’s historical statistics System shows the percentage of entries with same Schedule B - ECCN combination User can select the ECCN code after evaluating the compliance risk associated with each one of the codes New GTM Item action to look up historical Schedule B to ECCN mappings. The selected item should have a current Schedule B classification. This Schedule B classification is then used to look up the corresponding ECCN classifications in the historical data if available. One entry can then be selected as the ECCN classification for the item..
