1 Transit Bus Safety and Security Program Update AASHTO Standing Committee on Public Transportation Multi-State Technical Assistance Program (MTAP) Fall Meeting November 28-30, 2007 Austin, Texas

2 MTAP 2007 Fall Meeting Slide 1 Bus Transit Safety & Security Program Emphasizes coordination and collaboration through an established Working Group Increased attention to needs of smaller agencies Focuses on providing practical technical assistance and resources Voluntary

3 MTAP 2007 Fall Meeting Slide 2 Working Group Members – AASHTO, APTA, CTAA, and FTA (Headquarters & Regions) – State DOTs (Texas, Missouri, Florida, Idaho, South Carolina, and North Carolina) – Federal Partners (DHS and FMCSA) – Industry Associations (including APWA, National RTAP, Easter Seals, UTAs) – Industry Representatives (12 total – small urban & rural providers) Purpose – Provides ongoing access to expertise and different stakeholder perspectives – Expands ability to support industry Proposed participation and support – Program direction – Stakeholder coordination and communication – Technical assistance review – Answer industry questions – Support training curriculum definition and coordination

4 MTAP 2007 Fall Meeting Slide 3 Subgroups Working Group volunteers – Management – Equipment and Systems – Human Resources – Safety – Security – All-hazards/Emergency Management Will support hands-on review and development of technical assistance documents

5 MTAP 2007 Fall Meeting Slide 4 Teleconferences Quarterly Two have been held to date Next call tentatively scheduled for January Program direction is shared and discussed Minutes are distributed

6 MTAP 2007 Fall Meeting Slide 5 Voluntary Onsite Reviews Five completed State DOTs and FTA Regional Offices are encouraged to participate Technical assistance is provided onsite and through post-review distribution of documents Effective practices are identified and added to resource library

7 MTAP 2007 Fall Meeting Slide 6 Website Resource Tool Compendium of guidance documents and technical assistance tools (templates, checklists, forms) Working Group Subgroup members will be asked to support review of materials and identification of additional tools Still in development – Will be shared first with Working Group members and then demonstrated at State DOT Invitational Workshop

8 MTAP 2007 Fall Meeting Slide 7 State DOT Invitational Workshop March 3-5, 2008 in Dallas, TX Invitational travel for one rep from each State DOT and 10 additional Working Group members 1.5 day workshop to discuss: – Program direction and expectations – Training efforts – Website demonstration – Other? Agenda will be distributed to Working Group for comments and suggestions

9 MTAP 2007 Fall Meeting Slide 8 State DOT Training Seminars FTA is looking for State DOT volunteers for 4 pilot training seminars – State DOT will host (FTA will cover meeting space costs) – Rural and small urban agency reps will be invited to attend two-day training seminar on safety, security and all- hazards/emergency management topics – Hands-on assessment of programs – Identify best practices and gaps – Share information Pilots will be conducted during 2008 calendar year
