Mutual Accountability and Horizontal Communication and appropriate understanding in ground levels. UN should consider on new protocol on disaster or climate displaced. Preparation and implementation with verification system in respect of Principles of Partnership and code of conducts thereby respecting each other’s organization sovereignty and dignity.
